Obviously, respecting Libya's sovereignty would entail working together with its legitimate government. One's military clearly can't work together if there is no government or if there is an unreliable government in Lybia. Also, the document clearly focuses on using diplomatic channels, not simply entering Libyan terrotorial waters and landing on Libyan shores.
