Officer Exposes Brutal Killings by Bangladeshi Elite Police Unit RAB

Long ago back in the early 2000's, a group of school children somewhere in Dhaka gave a group of RAB officers 'thumbs up' as a sign of a job well done, an expression of appreciation. It is an understandable gesture in much of 'modern' Bangladeshi culture even all those years ago.

What those RAB officers did next was unbelievable. They stopped the school bus and rounded the school children up and 'disciplined' them for what they perceived was as an expression of mockery. Note that this was during the BNP administration.

I'm so upset now that in light of all the tales about RAB, it makes me one to find that particular Squad Leader and have him executed. But no, there's always The Law and people's Rights. Shouldn't that be so in a 'civilized' society?

Never support a state organization that indulges in extra -judicial killings, no matter how just the cause, no matter how 'deserving' the targets, because one day, as sure as the Sun rises in the East, they will go after the innocents, and then they will come for you and yours.

Nation waits to see the HC verdict on the chilling Narayanganj 7-murder by criminals, errant Rab men

Shah Jamal grew up on the bank of the Shitalakkhya. In his life of 70 years, he has seen an awful lot happening along the river, in Narayanganj.
But what he saw on April 30, 2014, was something he would not forget till the day he dies -- bodies floating on the patches of water hyacinth in the river, swollen and giving off a terrible stench.

The memory of that summer morning left a deep scar on his psyche.

"I saw a dead body floating on this side of the river, tied to a sack full of bricks with its belly cut open. The scene was horrible; I would never forget," said Jamal, a ragpicker, pointing at the edge of the river at Shantinagar point of Bandar upazila of Narayanganj on August 8.


There were five more bodies a little away. All were in similar conditions, said Jamal, a resident of Shantinagar, talking to these correspondents.

Another body was found the following day.

The nation watched in horror as the seven bodies were pulled out of the river, and stories on a mindless savagery flooded the media.

The victims include Narayanganj City Corporation panel mayor Nazrul Islam and senior lawyer Chandan Sarker. Before being murdered, they were abducted from Dhaka-Narayanganj link road on April 27, 2014.

Today the High Court will deliver its verdict on the death reference and appeals in cases over the seven-murder as the family members of the victims wait impatiently to see the perpetrators get due punishment for the crime.

"We would never get back what we have lost. All we want now is justice. We want to see criminals punished on this very land," said Abul Khayer, father of Tajul Islam Russel, one of the victims.

Taking out a passport-size photograph of 27-year-old Tajul from his wallet, he said, "It is very difficult to accept that a young son left home before your eyes and never returned.

“Deaths from natural causes can be accepted. But the sheer savagery inflicted by the murderers upon my son and others by killing and dumping their bodies is in no way bearable," he told this newspaper at his office in Mouchak of Siddhirganj.

The loss of the eldest among three sons made the mother, Taslima Khatun, mentally instable.

"She is like a dead person now. Sometimes she behaves normally but most of the time she is abnormal," said Abul Khayer.

The incident not only left the seven families shattered but also earned a bad name for a disciplined force -- Rapid Action Battalion -- because of the involvement of its members in such a grievous offence.

Three Rab men -- the then commanding officer of Rab-11 in Narayanganj Lt Col Tareque Sayeed Mohammad and the then company commanders of Rab-11 Maj Arif Hossain and Lt Commander Masud Rana -- were withdrawn from Rab on April 29, 2014 for their alleged involvement in the abduction.

A day after the abduction of the seven, Nazrul's wife Selina Islam filed an abduction case against six people, including the then NCC councillor Nur Hossain.

Another case was filed by Chandan's son-in-law Bijoy Kumar Paul over the abduction and the killing.

The family members and relatives of the victims mobilised public support and waged a movement demanding justice.

HOW THE INCIDENT UNFOLDED
After appearing before a Narayanganj court in a criminal case on April 27, 2014, Nazrul along with his three co-accused Moniruzzaman Swapan, Tajul Islam and Liton and Swapan's driver Jahangir Alam was returning to Dhaka on a microbus.

As they reached Khan Shaheb Osman Ali Stadium at Fatullah, another microbus waylaid them. The five were abducted.

Lawyer Chandan and his driver Ibrahim were also abducted and killed apparently because they witnessed the abduction of Nazrul and others.

The murderers cut open the victims' bellies and tied the bodies to sacks full of bricks before throwing them into the river. They were blindfolded, and their hands and legs were tied, police say.

Six bodies were found afloat on the Shitalakkhya on April 30 and the other the following day.

Nazrul's father-in-law Shahidul Islam alleged that Nur had given some Rab men Tk 6 crore to kill Nazrul with whom he had a longstanding political feud.

Lt Col Tareque, son-in-law of Disaster Management and Relief Minister Mofazzal Hossain Chowdhury Maya, and Maj Arif and Lt Commander Masud were forced into retirement on May 6, 2014.

Following a High Court order of May 11, law enforcers arrested Tareque and Arif on May 17 and Masud the next day.

Nur fled immediately after the murders. He was detained in Kolkata on June 14 for trespassing and possessing an illegal firearm. He was brought back to the country in November next year.

According to a charge sheet, Nur Hossain had enmity with Nazrul Islam over issues related to the city corporation. He paid the Rab officials to abduct and kill Nazrul.

Being the chief of Rab-11, Tareque ordered his subordinates to abduct and kill the persons and hide the bodies for financial benefits.

Arif and Masud directly took part in the crime, and the other members of the force, whose names were mentioned in the charge sheet, participated in the offence at different stages.

Charge sheets in the two cases were submitted in April 2015.

Following the charge framing on February 8 last year, the court recorded testimonies of 106 witnesses and heard arguments from both the prosecution and the defence before fixing January 16 for delivering its verdict.

Both the cases were tried simultaneously.

NARAYANGANJ COURT VERDICT
On January 16, Narayanganj District and Sessions Judge's Court found 35 people, including 25 former Rab officials and Nur Hossain, guilty of abduction and murder of seven people and destroying evidence.

It handed down death penalty to 26 people and jailed nine other accused for various terms, from seven to 17 years.

Of the 26 sentenced to death, 16 are former Rab members including Tareque, Arif and Masud. The rest include prime accused Nur Hossain and his cohorts.

When the verdict was delivered, 23 were in jail while 12 on the run.

Later, three surrendered before the Narayanganj court and two were arrested reducing the number of fugitives to seven.

After concluding the hearing on the death references and appeals, the High Court bench of Justice Bhabani Prasad Singh and Justice Mustafa Zaman on July 26 fixed August 13 (today) for delivering its verdict.

During the hearing, Attorney General Mahbubey Alam prayed to the court to uphold the trial court judgment while defence counsels sought acquittals of their clients.

Inspector Moinul Islam, who is now attached to Chittagong Metropolitan Police (CMP) Lines, was closed after he was accused of getting drunk and physically assaulting a sub-inspector of Double Mooring police station and five employees of the Hotel Saint Martin in the city’s Agrabad area on July 4. Following the incident, CMP formed a committee to investigate the matter.

CMP Commissioner Iqbal Bahar says several allegations brought against Inspector Moinul were found true and he would advise the Police Headquarters to take action against him.

“The probe report will be sent to the headquarters and an additional inspector general of police will further investigate the incident,” he told the Dhaka Tribune.

Meanwhile, officials of Khalishpur police station in Khulna are accused of gouging out the eyes of a detainee for not paying a bribe. The detainee, Shahjalal, is currently undergoing treatment at Dhaka Medical College Hospital. The station refutes the allegation, saying that a mob in Khulna city did this to the man when he was caught hijacking. OC Nasim Khan says police merely arrived in time and rescued the man.

“Ten minutes late and we would have found him dead,” he says.

Thousands of allegations of crime and indiscipline are filed against police personnel every year, both in the courts and within the department.

A scrutiny of the numbers provided by Police Headquarters shows that the conviction rate in criminal cases against police are low, however a large number of departmental actions are taken against errant police officials.

Police authorities say they investigate and punish wrongdoing within the force diligently and this has increased accountability in the force. However, the numbers do not show any significant decline.

According to the Police Headquarters, 721 criminal cases were filed against 798 police members in the last five years. The number of cases has remained almost the same in these five years. In 2016, 128 cases were filed and in 2012, it was 129.

A majority of the cases are filed against police officials of ranks between constable and sub-inspector.

Another statistics shows that the police have taken 67,039 disciplinary actions against their errant members. About 4-7% of these are major punishments, which include forced retirement and dismissal.

In total, 517 people have been fired and 36 sent to forced retirement in five years.

The rest were minor punishments, such as suspension, demotion, salary cuts, reproof notices and transfers.

However, year-to-year figures show that departmental cases have not declined either. The number of punishments were the highest in 2014 at 15,297 and lowest in 2015 at 11,167. In 2016, it went up again to 13,503.

The police force currently has about 180,000 members, which means on any given year, 6-8% of the force is facing some kind of disciplinary action.

Inspector General of Police (IGP) AKM Shahidul Haque has said on many occasions that the authorities do not make light of any allegations against any police member, and the entire force cannot be held responsible for its deviant members.

The IGP has also spoken out on many occasions against use of excessive force or violence by police and said that such behaviour will not be tolerated.

Human rights activist Nur Khan, a former executive director of Ain o Salish Kendra (ASK), told the Dhaka Tribune that police professionalism and chain of command breaks down when police are used for political gains.

“This is what leads to selfishness and the moment when police stop being the servant of the people and become the oppressor,” he said.

“To rid ourselves of this plague, we need to be able to exercise what little provision there is. Police need to ensure that there is an internal monitoring agency to scrutinise complaints against them. The investigation should also involve magistrates,” the activist said.

He also suggested that a permanent commission be set up in this regard.

“They will look into the serious allegations against police and provide the government with necessary advice. This should prevent a lot of the illicit activities and misuse of power by police,” he said.

Human rights activist Alina Khan believes police’s internal actions are merely eyewash.

“When people forget the incident a few days later, they are back to doing the same job. To prevent these incidents from recurring, we need exemplary punishment,” she said.

The crimes persist because police members put their personal interests first and do not have a sense of belonging in the institution, she said.

“They do not love their organisation. If they did, these things would not happen,” she added.

Dr Jia Rahman, professor of criminology at Dhaka University, says that economic transformation of the society has created many opportunities to engage in crime.

“Under these circumstances, if police do not undergo massive reform, people will not get necessary service from them,” he said.

“We have always said that structural changes in police are needed, especially at the station level where there is a massive workload on policemen. For this reason, they need internal training on behaviour and job responsibility,” he said.

Although police have transparency, it is not enough, he said. He also urged the public to protest police crimes and play a more important role in the media.

Sahely Ferdous, assistant inspector general (media and publication) of the Police Headquarters told the Dhaka Tribune: “When we get any allegation against the police, first we investigate it. If we find any authenticity to the claims, we take action against them.”

Police also undertake criminal prosecutions against serious offenders, she added.

মাহবুব আলম জীবন চৌধুরী (সিলেট): এক ক্ষমতাধর ওসি সিলেট কোম্পানিগঞ্জ থানার আলতাফ হোসেন, তিনি যোগদানের পর থেকেই মাদকসহ সকল অন্যায় আর সন্ত্রাসের জনপদে পরিনত করেছে কোম্পানিগঞ্জ।শুধু কি এই ওসি আলতাফ হোসেন হাইকোটের নিষেধ আমান্য করে অবৈধ বোমা মেশিন চালিয়ে যাচ্ছে যা ভোলাগঞ্জের ধলাই নদীতে অবাধে চলছে দিন রাত।

প্রতি বোমা মেশিন থেকে ১০,০০০ ( দশহাজার টাকা) মাসিক মাসোহারা করে কমিশন তার। প্রায় ৫০ শত’র অধিক বোমার মেশিন থেকে চলছে তার অবাধ উৎকোচ বানিজ্য। যে বোমা মেশিন দিয়ে মাটির প্রায় ৪০০/৫০০ ফুট গভীর থেকে পাথর তোলা হয় প্রতিনিয়ত। যার ফলে মাটির ভূগর্ভের ক্ষয় সহ বয়ে আনবে পরিবেশে মারাক্তক বিপর্যয়।

এবং এই পাথর উত্তোলনের ফলে শত শত মানুষের বাড়ী-ঘর ভেঙে অসহায় মানুষ এখন ভীটা হারিয়ে পথে পথে চোখের জল ফেলছে। লোক দেখানো মাঝে মধ্যে অভিযান পরিচালনা করা হলেও আবার সব কিছুই চালু হয় স্বভাবিক। কেউ কোন প্রতিবাদ করলে ওসি নিজেই বলে আমি যতদিন আছি আমার মতই চলবে, কেউ কিছু করতে পারবেনা আমার।

আমি প্রধানমন্ত্রীর আত্মীয় আপনারা যা ইচ্ছা তা করতে পারেন, শুধু আমার কমিশন চাই! কোনো অভিযোগ করে কেউ আমাকে কিছুই করতে পারবে না, এস পি, ডিসি, ডিআইজিও আমাকে বস মানে প্রয়োজনে ওদের সরিয়ে দেবো!

মাদক, মদ, ইয়াবা, গাঁজা,ফেনসিডিল, ভারতীয় বেড়ী, এগুলো আসুক চলুক, দেশের টাকা হবে, শুধু আমাকে একটু কমিশন বাড়িয়ে দেন। তবে একটু সাবধান বিজিপি (বর্ডার গার্ড) শুধু যেন না দেখে। এই হলো সিলেটের কোম্পানিগঞ্জ থানার কর্তা ওসি আলতাফ সাহেবের কীর্তি!

কোম্পানিগঞ্জ থানার ওসির এই বেপরোয়া শক্তিতে মাদক ব্যবসায়ী সিন্ডিকেটের দপটে এলাকার জনগণ এখন ভীতু প্রজা হয়ে বসবাস করছেন। কেউ কোন প্রতিবাদ করলে আক্রমণের স্বীকার হন মাদক ব্যাবসায়ী ও তাদের সহযোগিদের দ্বারা। এর উদাহরণ সাপ্তাহিক যুগ যুগান্তরের সিলেট প্রতিনিধি মাহবুব আলম জীবন মাদকের বিরুদ্ধে অবস্থান নেওয়ায় তার পিতাকে হত্যার উদ্দেশ্য। যিনি এখন আক্রমণের স্বীকার হয়ে সিলেট উসমানি হাসপাতালে চিকিৎসাধীন। এবং তাদের চাষের জমি দখল করে নিয়েছে মাদক ব্যবসায়ী সিন্ডিকেট।

আরও অনেক অভিযোগে অভিযুক্ত, তার বিরুদ্ধে মামলা হয়েছে, তবুও কেউ কিছুই করতে পারবে না, আর থানায় মামলা করতে গেলে ত কথাই নেই, উনি নিজেই বলেন বাটার জুতার রেট, থানার ইটেও পর্যন্ত জানে। বাটার জুতার রেট, থানার দেয়ালও বলে এবার ওসি বাটার জুতার রেট, থানার সকল ষ্টাফরা তার দাম্ভিকতা আর হুমকির কছে বোবা!

শুধু চোখে জল, মুখে নেই হাসি, চাকুরীর ভয়ে কেউ বলতে পারেনা, আবার সইতেও পারেনা, থানায় কেউ কোন কাজে আসলে সকল কর্মের রেট বাটার জুতার মত দেওয়া হয়। দারোগারা ভিকটিমকে বলে- যে ভাই বাটার জুতার রেট, আমি কি করবো, ওসিকে প্রতি মামলায় এজাহার বাবত– ৩০/৪০ হাজার টাকা দিতেই হয়।

মামলা করলে আমাকে ঐ টাকা দিবা নাহলে কোন কাজ হবেনা। এ রকম বহু ঘটনা আছে কোর্ট থেকে অর্ডার আসলেও তিনি তার তোয়াক্কা না করে যেটা খুশি সেটাই করেন।
থানার সকল দারোগারা নিরব থাকে কোন প্রকার অভিযোগ নিয়ে এলেই বলে আমরা কিছু জানিনা সব কিছু ওসি জানে।

তার খামখেয়ালি ও ক্ষমতার দাপটে অনেক দারেগা নিজের ইচ্ছায় চলে যেতে বাধ্য হয় এবং বলে এরকম বাটার জুতার রেট ওসি আমাদের বাবাও মনে হয় দেখে নাই। বিচার নেই এই বাংলায়, শুধু আইন আছে এমনটাই আক্ষেপের শুরে বলন থানার দারোগারা।

এই এলাকার জনমানুষেরর দাবী এই ওসি আলতাফ কে তার অপকর্মের জন্য বিচারেরর আওতায় আনা হোক।

You are not the first one. I saw a lot of idiots, who found themselves in the same foot as the victims of extra judicial action of the law enforcers. Its not only the killing but they abuse people on a habitual basis. Even the nephew of Sohel Taj was not spared.

I wonder these two would've even posted this if Khaleda Jia was in power.
In fact, RAB was formed and trained when BNP was in power. It was needed because the judicial system is non-functional in BD. It is still true.

Mixing police with politics is a recipe for disaster
Our police force exists as the enforcers of law, not as a tool for political parties to gain from. They are there to protect the people and maintain peace and security for all citizens.

Which is why it is regretful that some police officers routinely abuse their authority to harass the very people they have vowed to protect, and often manage to get away scot-free.

Such misuse of their authority also occurs within their own ranks, with a superior officer recently being accused of physically abusing his subordinates.

We believe that our police force is largely made up of decent people who want to serve the nation. But even one weak link is often enough to undermine the entire chain of command.

Mixing police with politics is a recipe for disaster, and our politicians need to understand that sooner rather than later.
