* Provincial government annoyed with Centre for not paying Rs 10 billion first instalment of net hydel profit

PESHAWAR: The NWFP government has decided to boycott the next meeting of the National Finance Commission (NFC) Award, official sources said on Saturday.

Speaking on condition of anonymity, sources told Daily Times that the decision was taken after the federal government failed to pay Rs 10 billion to the province against its outstanding net hydel profit.

Sources also cited the government’s failure to address the province’s other grievances as the reason for the boycott.

During his visit to Peshawar on October 30, the prime minister had announced the payment of the NWFP’s outstanding net hydel profit worth Rs 110 billion, and announced the immediate payment of Rs 10 billion as the first instalment.

The sources said the NWFP government had apprehensions over the non-implementation of the promises made by the Centre.

Talking to Daily Times, Senator Haji Muhammad Adeel, who is also a member of the team representing the NWFP in the NFC talks, said the provincial government had genuine complaints against the federal government. He said Gilani had announced the release of the first instalment of Rs 10 billion within three days, but the payment has still not been made after more than two weeks.

Haji Adeel said if the federal government had not paid Rs 10 billion, how could the province be assured of the annual payment of Rs 25 billion.

He said the Centre had also made another three to four announcements for reforms in the NWFP, but had not followed up on them.

The senator said he would not participate in the next NFC meeting even if the provincial government asked him to.

The NFC commission had recently announced that the provinces had arrived at a consensus on the resource-sharing formula, which it claimed was a breakthrough, but the meetings seem set to stall with the new development.
