In 2012 for first time , Pakistani navy at inauguration of Headquarters of the Naval Strategic Force Command (NSFC) declared that they will be new custodian of the nation’s 2nd strike capability .Launch of India’s INS Arihant Nuclear submarines and series of recent test of submarine-launched ballistic missile (SLBM) K-15/ K-4 and submarine-launched Cruise missile (SLCM) BrahMos has rattled Pakistani Military establishment to counter balance India’s development .

Pakistan by establishing nukes at sea wants to achieve two objectives, first been that they are paranoid that India, the United States or both operating in collusion could swoop in and preemptively seize or destroy the Pakistani nuclear arsenal. Second objective is to stop Mighty Indian navy from any Maritime blockade which will be imposed by Indian navy .

Like Pakistani Army which has been testing Nasr a 60 km solid fueled tactical ballistic missile which can carry a sub-kiloton nuclear warhead to stop Advancing Indian Army , Pakistani navy to believes that a sub-kiloton nuclear warhead when fired on Advancing carrier battle group (CVBG) of Indian Navy will be able to effectively destroy large chunk of Indian surface fleet .

Pakistani’s have clearly taken a leave out of Israeli navy and will be using their small flotillas of diesel-electric submarines and few warships to equip them with such Tactical nukes ,Pakistan will be working on submarine-launched variant of the Babur/HATF-VII cruise missile. Pakistan seems to have avoided SLCM launch mechanism and might go with torpedo tubes launch mechanism .

Under funded Pakistani Navy which will have hard time containing Dominating Indian Navy has taken an easy route to stay a float, Pakistan navy doesn’t want a repeat of 1971 war, when Indian navy was able to effectively Blockade its sea route and also destroy large chuck of its surface fleet .

By Putting Nukes at sea , Pakistan has left some un answered questions about its future command and control arrangements which remain alarmingly obscure. latest Botched up operation by Al-qaeda to hijack Pakistani frigate to attack Indian warships exposed what else can go wrong with Pakistani naval plans . Can Pakistan blame Non-state actors and try to hide behind terror victim card if Militants or Rogue Pakistani naval officers use them to attack Indian naval fleet or surface targets ?

Indian navy operating under Nuclear shadow will have to change their operational doctrine and will have to pre-attempt a large scale attack on Pakistani naval fleet . since Indian navy will have little idea about where nukes will be stationed , Indian navy will have major task not only to detect but also disable large chuck of Pakistani fleet to safeguard its self from a possible Nuclear attack on its naval fleet

Be assured, that those questions will remain unanswered and the command and control mechanisms and strategy will be obsure if not unknown completely. That has been our MO since the beginning of the nuclear program. Its necessary to maintain ambiguity for obvious reasons, for the threat we face from a larger and more resourceful neighbor. Every country maintains near-absolute secrecy in these matters but somehow we are expected to reveal it all for your convenience. The attack, though unfortunate, was contained in the shortest possible time, without the rogue personnel even getting remotely close to fulfillment of their goals and hijacking nuclear weapons, activating them and putting them to use, without authorization will be 100 times more harder than merely getting on a frigate.

There's no dearth of dumbos in this part of the world who masquerade as 'analysts' and keep spewing rubbish for TRP ratings!!!

The TNWs at sea are not the threat in itself to the 'mighty' Indian Navy. Pakistan has studied the impacts of Electromagnatic Pulse at sea. Frying the electronics on IN fleet and consequently putting its assets out of action is a much better option than outrightly attacking the fleet with Nooks.

Pakistan Navy before going nuclear needs to have at least 24 Frigates and Corvettes and at least 4 Destroyers along 12 Submarines with 3 off them should be nuclear with 90 Fighter Jets to back them up

PN needs additional weapons to guard the sea frontier's of Pakistan. Nuclear weapons dependence should be the last resort.

Thats absurd, hijacking a Frigate. And then using that against IN.

Is the Taliban has so much intelligent operatives, that they can run a guided frigate, bring him in arabian sea, and launch a strike on IN.

That is a very high wish list...... The type of troubles that Pakistan is facing specially because of the internally created situation and fragile economy, i believe an early nuclearized PN is a must and my guess is that second strike capability would be announced/tested by end of this year publicly also.

A very last resort Idea, a good fleet of sophisticated submarines along with some stealth corvettes and frigates armed with areal defense missiles and antiship ones, and a dedicated naval air force will do the necessary deterrence. The Sub-kiloton nukes in the sea might be just a stop gap until the defensive/offensive fleet is complete.
