CIA make an error and they apologized for it. They had an old map of Serbia which showed an ammo depot at the location of the embassy. China accepted their apology. Mistakes happen. No hard feelings.

Most missiles won't work in the next war. Need to make 500000 ICBMs that are so "high tech" in their design that these ICBMs are lower tech than V2. No electronics. Bare minimum, and well designed that they get past anything the us throws at them. Swarms of them. <100km accuracy. Lob hundred of thousands of these at an enemy and who cares about accuracy. These would protect China if they have heat shielding too.

The nuke warheads could need redesign too to protect from EW.
