Federation with 18 to 31 administrative units, appointed Governor and publicly elecleted administration, strong local body system, publicly elected district officials and Mayor.

Four Party Political party system and these parties will be formed by the Riyasat so they belong to people and not to an individuals or families.

District Courts for every district
High court for every administrative unit
Anti-corruption court (special court to handle major corruption case)
