Captive in the sense that they cannot leave the valley, arent afforded equal opportunities elsewhere in India, cannot move or buy properties in any other parts of India, dont have the right to vote in general elections - all the rights which a Indian citizen enjoys under the Indian constitution?

Which of the above does a common Kashmiri doesnt enjoy? Oh, btw, how does Pakistan's constitution treat them Ahmedis or Ismailis?
