PESHAWAR: The elementary and secondary education department has failed to formulate service structure for over 700 officers of its management cadre and thus, delaying their promotion in the last nine years.
“We are losing interest in the management cadre, which was established in 2011 with much fanfare, as the government has yet to develop a service structure for us,” said a district education officer working in BPS-19 since its appointment long ago.
The DEO said the last government had divided the education department’s officers into teaching and management cadres with an aim to enhance the efficiency of the district education offices and education directorate.
He said the move was made in light of the findings of a survey, which revealed that once a teacher was posted as district education officer, he or she took months to learn the relevant rules and official procedures.
Over 700 awaiting promotion for nine years
The official added that all managerial skills of teachers became useless after they’re transferred back to schools at the end of service in the management cadre.
He said 27 district education officers were appointed in BPS-19, 55 deputy DEOs in BPS-18, 54 sub-divisional education officers in BPS-17 and more than 500 assistant sub-divisional education officers in BPS-16 through the provincial Public Service Commission.
The DEO regretted that all management cadre officers continued to work in the same grades though their colleagues in the teaching cadre had so far got promotion two times.
He said the idea of creating management cadre was floated by the education department in 2000 but it wasn’t executed due to the ‘pressure’ of political parties and teacher associations.
The official said the Awami National Party government later created the teaching and management cadres but didn’t formulate service structure for them.
A senior official in the education department said the current PTI government too had paid no attention to the matter and there was no likelihood of any positive development in that respect during the remaining few months of the government’s term in office.
He said while establishing the management cadre, the education department had also planned to provide management training to the cadre’s officers.
“At that time, funds too were allocated in the annual development programme for the training of the management cadre’s officers but nothing happened,” he said.
The official said the education department had no interest in the development of the management cadre.
He said currently, over 500 officers of the management service had been working in their respective positions without undergoing any training in the official management.
The official insisted that the provincial bureaucracy was a hurdle to the formulation of service structure for the management cadre.
“The bureaucrats eye the posts of BPS-17 and above in the district education offices and maneuver to declare them scheduled positions to secure rapid promotion against them,” he said.
When contacted, elementary and secondary education minister Mohammad Atif Khan said the department had decided to give one-step upgradation to the management cadre’s officers.
“I and the chief minister approved a summary for that upgradation but the establishment and finance departments made some observations about it,” he said.
The minister said the finance department had sent the same summary to the chief minister for approval a few days ago.
He said all management cadre officers would be given one-step upgradation once the summary was approved by the chief minister.
However, the management cadre officers insisted that instead of giving them one-step upgradation, the education department should formulate proper service structure for them.
They wondered why the department was showing reluctance in that respect.
The officers feared that if they were given one-step upgradation, then they would serve in their next grade for years due to the nonexistence of service structure.
