He does not mention Wuhan in the CGTN video, he concludes with 95% certainty cross over from Chinese horseshoe bat to human happened between September 17th and December 9th 2019.
His paper references the work of Zhou et al that asserts with 96.2% (match) the origin of COVID-19 is Chinese horseshoe bats. https://www.nature.com/articles/s41586-020-2012-7
