There are many people, including those serving in or retired from the Indian armed forces, who don't like Agnipath for good reason. But, it is a decision taken in the larger interest of the nation. Indian Gorkhalis can still join through Agnipath. Nepal is just trying to look out for its citizens. There is no bar on Nepali Gurkhas joining the NDA. Recruiting foreign soldiers for your army was a legacy of British colonialism that had to go away sometime.
