Pakistan does not have aggressive designs. But like any nation, it has the right to defend itself and deter any aggression. Given that India is utterly shameless when it comes to respecting sovereignty of its neighbours, Pakistan is left with no choice but to develop strong deterrence against such designs. Remember Pakistan is the smaller and weaker nation in terms of military and resources. We are in a position imposed upon us. History vindicates our stance. India will stop at nothing in her quest to destroy us.

Case of US is entirely different. US has immense military power and influence. Talk of using nuclear weapons is pure madness.

Not exactly, you can't use nukes because others have them.

Let's take the Pakistani example first as @Allen Iverson asked :
Pakistan is actually right to say it would use nukes to defend from a successful
conventional invasion. The same is actually the case for all Nuke enabled lands.
It's called the sanctuary doctrine, similar to the Castle Doctrine in US gun laws.

The major players don't have to quote it daily and refrain for public opinion reasons.
Smaller players feel the need to remind enemies of the deterrence concept, that's all.
It is not the same thing as NK promising to unleash nuclear fire on a non-invading US.

Second, you cannot use nukes against a nuke owner mainly because you can't ascertain
their reaction. Suppose the safeguards in America ( as Gambit said, it's not a one button
to push affair ) still let Trump launch a couple B61 somewhere ( more credible than ICBMs ).
Now suppose that Putin is as nuts as some believe, takes umbrage and retaliates in full.
As soon as launch activity is detected, Washington will follow suite and so will likely the
others and MAD will be at play.

So essentially, there are very few figure cases where using nukes would be safe enough
for the initiator itself.

I trust that America will not vote Trump in. That is the best solution to this Thread's subject.
