New rules for visas to help Chinese 'return home'

Ethnic Chinese living overseas will be able to apply for a Chinese visa starting next month that will be valid for multiple entries over five years , the Ministry of Public Security said on Monday.

Under current rules, those in this group can apply for a visa with a maximum period of one year.

The ministry also will prolong the validity period of residency permits for the group from three years to five years, the ministry said.

The move aims to streamline the process for overseas Chinese to "return home" and to make it easy for them to visit families, conduct business and cultural exchanges and run personal errands in China, the ministry said.

Qu Yunhai, director of the ministry's Exit and Entry Administration Bureau, said at a news conference that the move was an upgrade of similar measures issued in recent years to encourage overseas Chinese "to participate in China's economic development".

"Such rules have played a positive role in serving China's social and economic development and attracting talent with innovative and entrepreneurial spirit," he said, adding that the upgrade will provide a "more convenient and pragmatic environment" for the group.

The director said the extension has been implemented in Shanghai and Guangdong province, where demand for such visas runs high. The ministry will now expand the practice nationwide.

Wang Huiyao, director of the Center for China and Globalization, an independent, nonprofit think tank in Beijing, said the move will make China a more appealing place for overseas Chinese.

"When countries in Europe and the United States have issued 10-year visas to eligible Chinese, it is unreasonable for China to set the hurdle for overseas Chinese," he said.

In addition to the visa extension, the ministry also made public several policies related to cross-border travel, including enabling Chinese citizens to apply for visas anywhere within a province and provide photo services for visa applicants free of charge.

According to the ministry, the number of cross-border visits surpassed 590 million in 2017, a year-on-year increase of 4.7 percent. Of those, some 290 million were made by Chinese mainland residents.

Reminds me of the time when many South East Asian countries don't have diplomatic relations with China including Singapore.
That didn't stop us from going to China.
They had this paper with their passports, so that their passports don't get chopped as having visited China.
Sort of like visa application on arrival.

A lot of countries still do that. Cuba did for US citizens who wanted to visit the island but were banned by US government from doing so. Israel also does it too. Some Arab countries would bar any traveler if they had an Israeli stamp in their passport.

Renowned scientists, politicians and car racers were among the winners at the Overseas Chinese Newsmakers of 2017 awards.

Huang Danian, late geophysicist who had returned to China from Britain and contributed greatly to deep earth exploration technology, Chinese physicist Chen-Ning Frank Yang, computer scientist Andrew Chi-Chih Yao and Chen Guoji, advisor to Panamanian President Juan Carlos Varela, were among those awarded in Beijing.

The winners also included Elaine Lan Chao, the 18th and current United States Secretary of Transportation, French MP Buon Tan, and eight Harvard researchers who collectively returned to China.

Nan Rendong, the founding scientist of the Five-hundred-meter Aperture Spherical Radio Telescope (FAST), and Chinese-Canadian lawmaker Soo Wong, who pushed the legislature of Ontario to pass a motion recognizing Dec. 13th each year as "Nanjing Massacre Commemorative Day" were also among the winners.

Auto-racing drivers David Cheng and Ho-Pin Tung were both commended with an award for having achieved records in the world's top-class races.

The awards were organized by China News Service and www.chinaqw.com, a website dedicated to news, information and services regarding overseas Chinese.

Qiu Yuanping, head of the State Council's Overseas Chinese Affairs Office, called for Chinese across the world to help write a new chapter in China's development.

Real Ethnic Overseas Chinese believe in the Chinese culture and system. Sure, it's not perfect but Chinese technology and living standards have improved a lot in the last 40 years.

The FAKE overseas Chinese keep nitpicking China. Every little flaw is magnified into a mountain. These "Uncle Toms" are implicitly arguing that foreign culture (e.g. governmental system) is much better.

Lee Kuan Yew had the foresight to make Chinese a compulsory school subject for ethnic Chinese Singaporeans.
Some hate him for this, even migrating to avoid learning Chinese.
Being bombarded since young with US led anti China propaganda from US influenced local media, it is inevitable that some will succumb to this brainwashing.

It will take some time for these lost souls to recover their self worth and be proud to be Oversea Chinese again.
We should not abandon but have to help these poor souls as a hundred years of humiliation have taken a toll on their self esteem.
The rise of China have helped immensely towards this end.

I think ancestral ties/roots is the criteria. One must be able to point out an ancestral place

Plus, as @Martian2 pointed out, one must have a faith in the rejuvenation of China and its path in socialist development.

I will gladly contribute to my ancestral country, China. But financial problems and lack of skill really stumble me. Compare myself with more skillful overseas Chinese from such as Britain or US, made me like a joke.

I think we can know they are "real" Chinese or not from Test DNA.
We can use thousands of sample from Chinese people from all over mainland to determine, those Overseas Chinese DNA is "Chinese" or not.

Because with similar DNA, then that mean those people have same values of live, same work habit, and same Logic thinking.
