New defence university will promote strategic culture in the country: IAF chief
GURGAON: "India needs military leaders who can critically analyse, demonstrate professional acumen and are capable of meeting the threats & challenges at the tactical, operational & strategic levels," said IAF Air Chief Marshal N A K Browne, who is also the chairman of the chiefs of staff committee, on Thursday.
Speaking after the Prime Minister Manmohan Singh laid the foundation stone for the Indian
National Defence University (INDU), ACM Browne said the varsity was being established at a critical juncture in India's history. "The Armed Forces and other security agencies have without fail, met all external and internal security challenges and have dealt with emergent contingencies commendably. However, there has been a long felt need for a holistic and an integrated approach to our national defence responses with participation from armed forces, civilian bureaucracy, para-military forces and intelligence services. In other words, an integrated approach that is multi-dimensional and multi-disciplinary for shaping our strategic thought and actions," he said.
"As our Armed Forces continue to transform into a modern force with global presence and strategic reach, we are constantly reminded of the impact of technology and how it is going to shape our future plans and strategies. In my view, what is equally important is to create the strategic framework necessary for harnessing these technologies and resources. Today we need military leaders who can critically analyse, demonstrate professional acumen and who are capable of meeting the threats & challenges at the tactical, operational & strategic levels. It is necessary therefore, to invest in our most important resource i.e, people in the form of higher professional military education," he added.
India's overall preparedness to counter threats to national security must be assessed in terms of new war fighting capability as well as coherent strategic thought. "Such an application would be deemed potent and concentrated in force, only when driven by sound and intelligent strategy. A growing national security agenda flowing from the challenges we face, underlines the need for shaping the minds of future military and civilian leaders and making them adept at functioning in today's complex scenarios - both at the national and at the international level. In other words, the definition of National Security will continue to evolve and so should our mindset in a fast and uncertain world," said the IAF chief.
"While our military training institutions have developed a formidable reputation, across the world, for excellence in terms of content and participation, there is a need to cultivate and develop a select cadre of policy advisors and politico-military thinkers, who through their operational experience, academic record and application of domain knowledge can conceptualise and formulate national strategy as well as provide critical analysis in areas of joint responses to varied security threats. It is also for the first time that through their deep research in this National Defence University, that we expect these leaders who will be able to offer the correct advice and provide sovereign policy options to the government. Towards achieving these objectives, INDU being set-up at this imposing campus stretching over 205 acres is the result of an overarching policy framework and a long-term strategy for leadership development," he said.
INDU will indeed usher an important chapter in India's quest towards enhancing comprehensive national power. "It would also draw on the expertise already available within the current set of institutions, encourage research, establish links with relevant public and private organisations, both within the country and abroad and will establish the required quality and standards. These and other steps by the INDU would usher in reform processes and provide a more focussed and coherent approach to transformational strategic education," he said.
