The first unit of Pakistan’s largest power plant project, Neelum- Jhelum Hydropower Station, built by Chinese company, was connected to the grid for power generation. The Pakistani prime minister, Abramovich, attended the power generation ceremony and pressed the unit start button, marking that the project was officially put into commercial operation. A total of more than 600 officials from relevant ministries and commissions and various sectors of society attended the event.

In his speech, Abraham thanked the Chinese builders for their efforts and eventually turned this "impossible mission" into a reality. He said that the Neelum- Jhelum hydropower project is another important achievement of cooperation between Pakistan and China. The completion of the project will help Pakistan overcome the power shortage problem that has long plagued the country and further promote economic and social development in Pakistan.

It is understood that this project will be built by a consortium of China Gezhouba Group Co., Ltd. and China National Machinery Equipment Import & Export Corporation, with a total installed capacity of 969 MW.

After generating power for all the power generating units, the annual power generation will be approximately 5.15 billion kWh. It accounts for 12% of hydropower generation in Pakistan and can solve the problem of electricity shortage for 15% of Pakistan's population.

Tarbella 3478 MW being upgraded to 6298
Mangla 1150 MW being upgraded to 1500 MW
Ghazi-Barotha 1450MW

and these are just the hydroelectric power projects!

Neelum Jhelum is a kind of pilot project with totally different civil, structural engineering work related to hydel power generations as more than 90% of the civil work, including tunnels and other infra is all underground. This experience will be used in other projects in Kashmir, GB and Chitral region of Pakistan for power generation. Currently Karot hydel project is using the same engineering experienced here...many more projects.

The project was totally redesigned from its initial PCI, the reason for higher cost.




"Neelum-Jhelum Hydropower Project is an engineering marvel with 90 percent of the project being underground in the high mountain areas. The project consists of three main components i.e. a dam, water-way system comprising 52km long tunnels and an underground power house. The project will provide about five billion low-cost hydel electricity to the National Grid every year.

Annual benefits of the project have been estimated at Rs55 billion. For optimal utilisation of water and hydropower resources in the country"

Very good but does it makes it "Pakistan's largest power project" as state in the article? NO!! This is what i was pointing to. :)

Budgets and actual expenditures are not the same. If you can achieve the same budget and the same actual expenditures, then it will be true corruption.
The actual expenditures and budgets of the Three Gorges Dam in China are also inconsistent. It does not mean that there must be corruption.
The budget is the estimated amount that is made in advance.Even Supercomputer can not give a 100% accurate number.

The construction project always encounters a lot of problems in construction. Some geological problems have no other solution except for the additional budget costs.

Are you accusing Chinese comapny made a lot of money by helping Pakistan building its own power station??

Cost overrun do happen in construction projects but they don't end up being double then estimates.

The punctuation confused me! :)
So it is largest CHINESE made HYDRO power project (as there are larger power projects from China that are not hydel) in Pakistan. Thanks for clearing it.

I'm interested in knowing if the tunnel boring machines used here can be repurposed in making underground subway systems for places like Karachi, Lahore etc.... I hope somebody is thinking along those lines.
