Need manuals e.t.c on MIL-STD-785 B, 78 ID

I require openly available (non-classified) training material/manual/resource for a sibling including the following:

• Reliability centered maintenance/engg
• MIL-STD-785 B, 78 ID (could not locate anything on 78 ID), other pertinent MIL-STDs
• Reliasoft synthesis software

I thought I would ask fellow senior members.
