well lets suppose even if you guys do go for military, these guys are spread out within the population arent they ? ( not too much knowledge, so i might be wrong here )
If they are, and someone posted the stats here i think they are in most of the states..like they have presence..how would you go after them with military then ? wont there be too much civilian casualties ?
Creder, they do have substantial local support in the districts that they are present in. This makes conducting operation even tougher as the danger from the hostile terrain is multiplied due to lack of local intelligence. That is why sometimes there are civilian casualties and human rights vilations as security forces aren't sure who is a Naxal and who's innocent. The trick is to win over the local population and use local intelligence through the local cops.
And as far as I know militarily, Naxals area of operation is the jungles that are spread across Maharshtra, AP, MP, Chattisgarh and Jharkhand, right in the center of India. Other states do have Maoist activity but largely non-violent.
