WASHINGTON, March 18 (APP): Chief of the Naval Staff, Admiral Noman Bashir (Nishan-e-Imtiaz Military) was decorated Thursday with U.S. Legion of Merit award in recognition of his meritorious serivces, visionary leadership and enhancing regional maritime security.

U.S. Chief of Naval Operations Admiral Gary Roughead decorated Admiral Noman Bashir with the award on behalf of the American President.

A welcome ceremony was held for the Pakistani Naval Chief at Washington Navy Yard, the Pakistani embassy said. The Pakistani Naval Chief is paying an official visit to the United States.

Unless this guy does not push the Type-214 deal which is on pending I will be fully convinced that he is a corrupt Chief with no interest for his own navy. Ok i know that its the govt that approves the deal but what is he doing to make them? PN needs this high tech system desperately.

There should be a ban on military personnel recieving awards on forigne land, the award should be brought to Pakistan by the other country's ambassador and presented on Pakistani Soil ...

I find it extremely weired that a Pakistani solider/navy/Airforce goes to US to get award on Pakistani tax payer's bill if you know what I mean

What a load of crock. The Type 214 sub is a GERMAN product. Don't see the relation with a visit to the US: the US gov't doesn't decide GERMAN gov't arms export policies.

I'm sure the purpose of the trip is NOT solely (or even mainly) to receive the award, but to conduct official business. And if someone is visiting already, then it would be silly to not use that opportunity to honor someone, rather than sent the award seperately at another location at another time. This actually is most efficient for BOTH countries involved.

Noman Bashir was commissioned in operations branch of Pakistan Navy in June 1973. After completing sea training, he served on board various ships and then joined the aviation wing to be graduated as a helicopter pilot. He has commanded two aviation squadrons, two ships (frigate and corvette) and the Naval Aviation. He is a graduate of Joint Services Staff College, Chaklala, National Defence College, Islamabad and Royal College of Defence Studies, United Kingdom.
Noman Bashir has served on staff appointment at Naval Headquarters as Assistant Chief of Naval Staff (Operations), Assistant Chief of Naval Staff (Training), Director Naval Intelligence and Deputy Chief of Naval Staff (Projects-II). He has also served as Commodore Training Ashore, Senior Pakistan Armed Forces Officer in the Sultanate of Oman and did a tenure in Karachi Port Trust as the General Manager (Operations).
Bashir was promoted to Rear-Admiral on 4 July, 2003 when he was serving as the Commander of Naval Aviation. He was then promoted to Vice Admiral on 19 July, 2007 while serving as the commander of Pakistan fleet. He was later posted as the commander Karachi (COMKAR), from where he was elevated to the post of Chief of Naval Staff (CNS) on 5 October, 2008

High-level Pak-US dialogue begins on 18th

WASHINGTON: The US capital, always a hub of political activity, is set to witness intense rounds of high-stake dialogue between Pakistani and US officials which will commence with the arrival of Pakistan navy chief, Admiral Noman Bashir on March 17.

Amiral Noman Bashir will begin top-level negotiations with the US officials in the Pentagon on March 18. Only days after the arrival of Admiral Bashir, chief of army staff Gen Ashfaq Parvez Kayani is reaching Washington to hold very important dialogue with the US officials on the issue of regional security. Gen Kayani is expected to meet, among others, the US national security advisor Gen James Jones, secretary defence Robert gates, secretary of state Hillary Clinton, Admiral Mullen and ambassador Holbrooke. ISI chief Gen Shuja Pasha is also expected to join Gen Kayani in the dialogue with the top US officials.

In the last week of March foreign minister Shah Mehmood Qureshi will be in Washington with a high-level delegation to lead Pak-US strategic dialogue. The US side is expected to be led by secretary of state Hillary Clinton.

Then, in the second week of April, Prime Minister Yusuf Raza Gilani will arrive here to attend the Nuclear Security Summit, which is being hosted by US President Obama. Forty-three (43) heads of state or governments are expected to attend the summit. Prime Minister Gilani is due to arrive here on April 11. Besides attending the summit he is expected to meet President Obama. Top Pakistani and US officials are also working to arrange a meeting between the Indian Prime Minister Manmohan Singh and Prime Minister Gilani though it is not confirmed yet whether such meeting will take place.

A US official said on condition of anonymity: “I hope it takes place in a good atmosphere because we are really working hard not only to get it done but also to make it meaningful.” Some officials also indicated that the prime minister might go to New York for a day as well.

I was bit off topic thats why you could not comprehend what i was trying to imply.
If he does not push this type-214 submarine deal any further then just simply passing PN requirements to the corrupt government then he is just simply not doing enough. NCA can not just keep quite as the matter is very serious and could harm PN alot as every single year counts and day by day IN is just growing can PN cope with that without full filling their requirements? Is somthing else is cooking with the money that was suppose to be spend on these submarines or the broke PPP gov is asking to divert the money for their own use?

We have other dire needs, as most of the countery is without electricity for hours on end, water is getting scarce. I know from our point of view, defence takes precedence over everything, but the Governments see it differently. On top of all of this the leader of our country is a known corrupt person and our financial mismanagement and in fact lack of management is astronomical.

So you suggest we should not buy equipment for defence ?


If yes then do we have the gaurantee that the money will be spend on social sector and wont go into pockets of rulers ?

Congrats to the man but he needs to prove that he actually earned it.

Pak navy is the weakest of the three forces. Pak navy needs some subs and definitely her first destroyer.

PN is the weakest of all forces in pakistan. At the moment AF is spending 10 billion dollars in multiple projects and what the heck is navy getting? 2nd hand OHP which is a good deal and F-22P light frigates and P-3 in total worth something like 1.7 billion dollars? So the other forces get to spend 6x that of NAVY and when its their turn the money should be spend on social sector? The thing is AF and Army are doing their job keeping them in order while the corrupt Naval top brass are enjoying their luxuries while the gov PPP gov are controlling them like puppets. Remember the Agosta deal? Navay was bribed and 10% got his commissions.

If I am not wrong PN hav budget of 1.5 B$ for 3 to 4 submarines......makes around 3B$. But PN have limited options then other forces have...... there is no newz abt the U214 deal since Sep 09.
PN can build more Augosta 90B.....but increasing quanity is not the priority then the quality. So 4 U214 or Nuke sub is imp for PN to make balance in the region.....but PN is not getting required Subs.

PN is getting upgraded USS McInerney this year ....USS McInerney’s onboard refurbishment includes anti-submarine missile defences, surface-to-surface missiles, other advance weaponry systems and with helicopter deck landing facilities. PN may buy 5 more like these worth 70- 80 M$.....total will be approx 400M$


Dont forget Naval fleet req more resources for maintaining fleet then any other forces......

Like to mention that PAF also supports PN from sea Air Space........Few Sqds of Mirage deployed at Masroor Air base. for that

McInerney will be refurbished (=maintenance), not modernized (=improvement).

Anti submarine missile defences can only be ASROC: currently only available in VL form and not the most likely addition to OHP armament, given it has 2 ASW helicopters already and 2x triple tube ASW torpedo launchers.

Surface to surface missile capability at present would imply reinstating the launch arm of the Mk13, as would SAM capability. Unless decklaunhcers are used and another SAM system than Standard (which again is not the most likely thing)

Pakistan Chief of Navy Staff Addresses U.S. Think Tank




WASHINGTON (NNS) -- Pakistan's Chief of Naval Staff visited members of the Atlantic Council think tank in Washington, D.C., March 19 to discuss Pakistan's efforts to combat drug trafficking, terrorism and piracy, while highlighting positive U.S.-Pakistan military-to-military relations.

During the session, Adm. Noman Bashir reinforced the Pakistan Navy's commitment to strengthening the bonds between the U.S. and Pakistan Navies.

He also discussed the Pakistan Navy's anti-piracy efforts and peacekeeping operations with the United Nations.

The Pakistan Navy has commanded Combined Task Force (CTF) 150 four times since the task force was established by the United Nations in 2001. CTF 150, a multinational task force, conducts maritime security operations in and around the Strait of Hormuz, Gulf of Aden, Gulf of Oman, Arabian Sea, Indian Ocean and the Red Sea. The task force was created to counter terrorism, prevent smuggling and deter other destabilizing activities in the maritime environment.

Bashir is in the United States on a ten-day visit at the invitation of the U.S. Navy. While there, he is scheduled to meet with various U.S. military and government officials to discuss opportunities for continued coordination and cooperation between the U.S. and Pakistan Navies.

U.S. Naval Academy Hosts Pakistan's Chief of Naval Staff

ANNAPOLIS, Md. (NNS) -- Pakistan's Chief of Naval Staff Adm. Noman Bashir visited the U.S. Naval Academy in Annapolis, Md., March 22, to meet with U.S. Navy midshipmen and observe how the academy educates and trains future U.S. Navy and Marine Corps officers.

Bashir was greeted upon arrival at the academy by Commandant of Midshipmen Rear Adm. (select) Matthew Klunder.

"Pakistan is one of only two countries that have four midshipmen at the United States Naval Academy," said Klunder. "That shows how strong our partnership is and we hope to continue that partnership in the Navy and at the Naval Academy for years to come."

The academy's director of international programs briefed Bashir on how the institution's academic and officer development programs. The presentation also described how students from Pakistan are fully integrated into the Brigade of Midshipmen.

"We are very proud of the young men you are sending us," said Klunder to Bashir. "They've been exceptional ambassadors for your country."

Close to 40 years of service in the navy, and you're talking about needing to prove he earned something? How many years of service do you have?
