Guess what while searching the net I found this very similar thread on the our forum ....

As per the news IWTA (inland water transport authority is to be established) but it was dated back in 2011 and a pilot project is also launched.

The proposals for establishment of Inland Water Transport Development Company for operating water transport in rivers and canals are under-consideration of the government, Provincial Minister for Irrigation Mian Yawar Zaman said here on Monday. He said on instructions of Chief Minister Punjab, work was being carried out expeditiously on the project of operating water transport for transportation of goods, travelling and tourism purposes.

He said the 11-member committee set up by Chief Minister Punjab would review all aspects of the project, adding the proposed company would supervise all the matters and issues in that regard. He was presiding over a meeting of the committee at Irrigation Secretariat, Secretary Irrigation Hassan Iqbal, Secretary Transport Shaukat Ali, Secretary Tourism, Managing Director Tourism Punjab, Chief Engineer Lahore and former Chairman Tasksforce on Maritime Industry Naeem Sarfaraz were present.

Naeem Sarfaraz gave a briefing to the committee regarding establishment of Inland Water Transport Development Company. Provincial Minister Mian Yawar Zaman while addressing the meeting said the government was looking for new means of communication to meet the growing needs of the people.


and now recently they have announced jobs/tenders to take on the work of pilot project that is attock to daudkhel waterway

One of the most dramatic decisions of recent decades is to start using our rivers and canals for transportation. A pilot project is being launched on a 200 kilometres stretch of the Indus River, followed by 200 kilometres on Nara and Jamrao Canals in Sindh and 300 kilometres on Kacchi Canal in Punjab and Balochistan.


Use of waterways will save huge amounts on import of fuel. Freight rates will drop. Thousands of jobs will be created, afloat and ashore. Pressure on over-burdened roads will reduce. The impact on the economy and rural development will be phenomenal. Cargo traffic is expected to double over the next 5 years. Waterways can easily handle part of this growing load, at a fraction of the cost of building new roads. Every kilometre of a standard 24-ft road costs Rs80 to 100 million, while the cost of commissioning the entire 200 kilometres of the Indus Pilot Project is less than Rs100 million. Maintenance of roads at 1 per cent of construction cost eats up additional billions every year. For waterways it is negligible.


Economy of water transport itself is remarkable. One litre of fuel will carry a ton of cargo 20 kilometres by truck. Water transport will carry it 180 kilometres. With oil import bills touching 12 billion dollars a year, fuel savings are critical and they also earn carbon credits, which themselves translate into cash. It is no wonder that in advanced countries, with super highways and bullet trains, hundreds of million tons of cargo continue to move on inland waterways.


After hearing presentations of the Planning Commission’s Task Force on Maritime Industry, the president directed that an Inland Water Transport Authority (IWTA) be formed. Draft legislation was prepared and, following the consent of provinces, law ministry and other stakeholders it has been put up for cabinet approval. Meanwhile, the first phase of 3 pilot projects has started. Pakistan Navy, with financial participation of the private sector, has conducted a survey of 200 kilometres of the Indus River. Charts have been prepared using the latest technologies and a comprehensive technical report prepared. The private sector, which will fund all shore equipment, terminals and cargo craft, has also conducted its financial studies and has started acquiring river craft for carrying cargos. A Pilot Project Cell is under formation, with participation of Wapda and the Navy, for maintaining and regulating navigable channels.

ok guys I think I am a little late at expressing this project although I conceived the idea from my great teacher in the middle of last decade but it is very recently that I have become vocal about it ..... I think others have thought on the same lines and already implemented the idea with the help of Punjab government and an Authority has been raised with pilot project as well

BENEFITS OF STRATEGIC PROJECT : THE NATIONAL WATER WAY ON INDUS RIVER (proposed Under CPEC Umbrella)


1- Water Reservoir spanned across the country: This national water way can become our water reservoir for the whole country that is spanned over hundreds of mile and water will be available to every city and in great quantity and will help in rising the under earth water table level in the whole country as well.

2- Half fuel consumption: The biggest benefit will be that freight carrying large barges or ships going downhill (north to south) will be going almost free of cost due to gravity or very less fuel consumption and we would only consume fuel when they would be coming from south to north (up direction) this can be a huge benefit to economy.

3- Jobs creation : This project will not only provide a great economy boost but will create a very large number of jobs linked to water like small people who cannot afford trucks may built small boats and adopt load carrying vessel business, water way police, telecom sector boost along the national water way so on and so forth.

4- National/ international Tourism : Waterway will enhance business related to tourism in all of country as the water way will also become a tourist resort.

5- New industry: Luxury cruise business, boat industry, marine industry, marine games industry etc on a national basis .

6- New Ports/Towns : Industries / ports / towns can be built anywhere along the waterway.

7- Maintenance free: No/very less maintenance required for the national water way compared to road and railways so the project is more of one time expenditure in nature with very less operational cost.

8- Fourth Means of Transportation: We already have road, rail and air means of transportation this can become our fourth means as well.

9- Fishery : Whole nation will benefit from another food source available through out the country, will create jobs result in a complete economy cycle.

10- Reduce Security Importance of Karachi / Gawadar Ports : This will convert out complete country to a numerous ports and we will not be restricted to two or three ports eventually reducing security related criticality of ports, vessels may come in up north and unload their goods at the point of choice and eventually every city will possess the potential to become karachi.

11- Flood reduction : this large reservoir will be able to absorb extra water in the flood season and if not completely remove floods it will be able to reduce the water significantly hence causing less damage to surrounding areas.

12- Mass Micro Electricity Generation Industry: we can plan to install a high voltage grid that can be linked to the micro generator along the national water way.

13- Link Existing canals: all the existing canals can be linked to this national water way and can act small water roads to nearby cities.

Not a bad idea IF WE DONT PUT TRANSPORTS SHIPS INTO IT..

It can only serve the purpose of
1.giant water reservoir
2.irrigation
3.mega fish farms
4.micro powergen setups
5.toutism
6.flood control
7.next gen canal system
8.micro startups(jobs+luxery boats)
9.eco
10. Free public swiming pool :p

& if u are looking for a forth/cheaper mean of transport, railway is much better option.
& if u are looking for fuel efficient/ low maintenance, tanga raira (horse cart) is much better option, and it would take them both the same time (couple of months) from ISL to gwadar

This can be very similar to the concept of existing motorway and can be built in patches, and there are already some great project proposed that can support this concept like (from presentation of inam.rehman @ gmail com found on internet)

Grand Indus canal can act as a "Water Motorway of Pakistan", for efficient and quick delivery of water all along Pakistan downstream Tarbela. In addition it can help about efficient water transfer from one location to another within provinces.

Makran canal can become the backbone for growth and prosperity in Makran. Makran region has excellent geography and weather. Improved water supply can make it “California of Pakistan”, and “Gateway to Middle East.”


Yes got in touch with Inam a few months ago. He has done good work in this field and I hope he succeeds in convincing the government to build the said dams in his presentation. Grand Indus Canal would be a very good initiative but will cost a lot. I would like solar desalination plants for the coastal areas.
