Mulayam Singh says China is our biggest enemy, calls UPA govt incompetent and good for nothing

NEW DELHI: Members in the Lok Sabha on Monday voiced concern over intrusion by Chinese troops in Ladakh region of Jammu and Kashmir, with crucial UPA ally Samajwadi Party objecting to the upcoming visit of external affairs minister Salman Khurshid to Beijing.

Samajwadi Party chief Mulayam Singh Yadav took the lead in targeting the government for "doing nothing" and alleged that it was acting in a "cowardly" manner in dealing with the intrusion.

Describing China as the "biggest enemy", the former defence minister said during Zero Hour, "We have been warning that China has started occupying our territory. But government is not listening to all this."

He said the Indian Army has said it is ready to remove all intruders but there is no action.

"This government is cowardly, incompetent and good for nothing," he said, while objecting to the upcoming visit of Khurshid to China.

Khurshid is scheduled to travel to Beijing on May 9 in connection with preparations for Chinese Premier Li Keqiang's visit here next month.

Amid continuous slogan-shouting by BJP members in the Well over coal issue, Yadav said he had raised the issue several times with Prime Minister Manmohan Singh and Defence Minister A K Antony, but to no avail. "I went to his (PM's) chamber to talk to him. But no action was taken."

Claiming that one lakh square km of Indian territory has been "occupied" by China, he accused the government of "doing nothing".

"When the Army chief himself says the troops are ready to respond, why is the government not issuing instructions to it? They (China) insulted us in 1962. They are insulting us now in the world fora," Yadav said.

He was supported by B Mahtab (BJD) and Sudip Bandyopadhyay (TMC), who demanded a statement from the Prime Minister on the incursion on April 16 by Chinese troops who have pitched tents 19 km inside Indian territory in Daulat Beg Oldie area.

This sort of news shouldn't really qualify as news. "This man says X is our enemy", "that man says Y is our enemy". The individual opinion of every MP is not important enough to be called "news". If the defence minister or an armed forces chief said something like this, then it is important. Now a paswan would say pakistan is our enemy, and a jayalalita would say sri lanka is our enemy. Well, what of it? We the people are not supposed to pick and choose enemies simply because this man or that woman said so.

Besides, we need to stop thinking of somebody as "enemy" or "friend". (In fact, I would say that as a nation we have already moved beyond that.) We could say a particular country is a threat to us. There is a difference.

In that sense, pakistan is a threat to us, and that is why we have so many military formations deployed to keep it at bay. China and its rising military power is a threat to us, which is why we are upgrading infrastructure on our eastern front. Sri lanka is not a threat to us.

"Threat" perception is based on the assesment of an entity's capabilities and possible intentions. "Enemy" or "friend" perception is based on emotions and feelings, and has no place in foreign policy discourse.

In India, it is the job of the opposition to make things difficult for the government. (That's not the real purpose of an opposition, but it has come to be accepted that that is what they will do.)

It is not that tough mate, Chinese came to Indian lands illegally and they have to go back, simple as that. The responsibility lies in Chinese leadership to not to make it an issue.
