Russia will not hand over technology for the S-400 missiles to Ankara, the Russian president's assistant for technical military cooperation, Vladimir Kugin said.

"We are not talking about this now, and we are talking only about the supply of missiles," Kojin told reporters on Friday (September 29th). "The deal came into effect and a payment has been made."

The Russian daily Kommersant reported earlier that Turkey was trying to start making S-400 missiles locally, but Russian intelligence was opposed to the idea of transferring technology to a NATO member.

The head of Russia's state-owned Russia-based high-tech export company Sergey Chmizov announced last July that there was no plan to start manufacturing the S-400 in Turkish territory.

On 12 September, Turkish President Recep Tayyip Erdogan announced the signing of an agreement between Ankara and Moscow on the supply of the S-400 missile system to Turkey. The Pentagon, after the announcement, expressed its dissatisfaction with Ankara's decision to buy the system.

Who would share the technology of their cash cows???? If you want to develop S-400 like systems you need to burn your own midnight lamps!!! Anyway, it'll be a grand opportunity for the Turkish engineers to glean as much info as possible from such systems as a part of their endeavor to develop their own systems...

Well, it is just the beginning and I think it is really a big step that this deal has gone through and it came as a shock for many..
Pakistan and Turkey should to do JVs and develop a longer range ADS. Later other friendly countries including Russia may also collaborate as relations warm up and trust solidifies.

S-400 systems will fill the urgent gap till we complete home made Hisar low-medium-long range air defense family. Beside we can work on S-400 too.

Once you make the short / mid range missile , developing a hight altitude just means a bigger missile which can fly longer that is all

Its their bread & butter as for as the Air Defense business is concerned.

Erdogan is a great diplomat.
Not too long ago Russia and Turkey were in very bad terms after Russian Jet was shot down. Russia even sponsored terrorism in Turkey as a revenge.
Today they are selling their most prized weapon system to Turkey.

I know that Turkey is a NATO member and doesn't have the greatest of relations with China...but that's where Pak can play the role it played to bring China and US together. Since Turkey has some key western tech to offer and China too has some cutting edge tech to offer, Pak is close to both and therefore the three of them can slowly start working together. There maybe initial mistrust between China and Turkey but they can start with something small. For example China/Pak/Turkey can embark on jointly developing a cutting edge SAM system(since its defensive in nature) along the lines of S500.

Turkey has ongoing SAM programs including the one to be effective on long altitude air layers. Turkey is developing a huge SAM family for not only Land and Air forces, but also Naval Forces as naval variants to be hosted in vertical launch tubes on Tf-100 and Tf-2000 warship programs. In this aspect, S-400 is a stop-gap solution since Turkey is negotiating for Aster-30 purchase which is serving same strategy. To develop national long altitude domestic missiles, A deal is signed with EuroSam for tech assistance in some area of long altitude missile tech. The long altitude missile which is under development will also be integrated in Tf-2000 destroyers to be operational with domestic CAFRAD radar system to neutralize not only air breathing targets but also ballistic missiles. Land Forces will operate Long altitude domestic SAM system with a new GaN bases domestic radar, a derivative of naval CAFRAD, which is called as TEIRS. It is also known that an anti-ballistic domestic missile system will also be developed thanks to experience on Hisar-U system.
