Modi’s maneuvering : Pak Media

Narendra Modi, during his election campaign last year, vowed to take initiatives to put India on the path of high growth and development through his so-called five T’s of Brand India: talent, trade, tradition, tourism and technology. Therefore, having successfully accomplished his so-called Mission 272-plus in the general election 2014, he was supposed to make endeavors to implement his promised socio-economic reforms agenda in India.
But strangely, instead of focusing on domestic issues of India, he seems more interested in devising and executing certain cunning plans against Pakistan. In fact, Pakistan has somehow become his overriding concern. This is the primary reason that the confrontation between two countries has constantly been escalating during his one year rule in India.
As a goodwill gesture, Prime Minister Nawaz Sharif visited India to participate in the swearing-in ceremony of the newly-elected Prime Minister of India Narendra Modi last year. Surprisingly, Instead of reciprocating this goodwill gesture of Pakistan, India asked Pakistan to stop cross-border terrorism and to bring to justice all the culprits involved in 2008 Mumbai attacks. In a ceremonial and informal visit like this, it is regarded a grave diplomatic discourtesy and impropriety to raise such contagious and controversial issues by a host country. In fact, India has hardly bothered to observe the normal diplomatic protocols and etiquette. The outcome of this visit was sufficient to predict the future trajectory of BJP’s policy towards Pakistan. After this visit, PM Nawaz Sharif also shed his excessive optimism regarding instantly improving ties between two countries.
Diminishing the already dim prospects of peace and stability in this region, the BJP government unilaterally cancelled the scheduled foreign secretary-level talks with Pakistan without any plausible excuse soon after coming into power in India. Similarly, significantly escalating the tension between the two countries, India also started unprovoked shelling across the line of control and working boundary. The appointment of Ajit Doval, a former Indian intelligence officer known his anti-Pakistan credentials, as India’s National Security Advisor also indicates the very national priorities of the Modi government in India.
Pakistan has long been pointing fingers at India for planning and sponsoring various acts of terrorism in Pakistan. In Pakistan, various political and defence analysts has frequently been expressing their apprehensions about the intended anti-Pakistan agenda of the BJP since this party won 2014 general elections in India. As a matter of fact, all these predictions about BJP government have proven absolutely correct. We have witnessed a bloody wave of terrorism and violence in Pakistan since Modi assumed responsibilities as the Prime Minster of India. After keeping silence for a long time Pakistan is speaking out against the foul play of India in Pakistan.
Prime Minster Modi’s persistent anxiety over the planned China Pakistan Economic Corridor (CPEC) is also observable. As soon as this project was formally announced this year, India readily inked a deal with Iran to develop its Chabahar port to provide an alternative trade route to China. To sabotage this corridor project, Modi has also promptly visited China to persuade the Chinese government to abandon this project. According to some media reports, RAW has also established a special desk to subvert China Pakistan Economic Corridor, and initially 30 million dollars have been earmarked for the same purpose.
Recently, Modi has also been seen in Bangladesh aggressively maneuvering against Pakistan. In a speech at Dhaka University, he publicly acknowledged India’s intervention in East Pakistan in 1971 to sever it from the western wing of the country. Feeling no shame at all, he and his National Security Advisor, Ajit Doval, are openly admitting the fact of Indian involvement in the subversive activities to destabilize Pakistan. Definitely, in the civilized world, a head of state or government is not supposed to exhibit such behavior towards other states. This practice is against all the recognized rules of interstate relations in the world.
Before starting an aggressive and hostile maneuvering against Pakistan, Prime Minister Modi should not forget that he is the leader of a country where one third population lives below the poverty line. The UN’s 2012 Human development Index positioned India at the 136th Place. According to 2011 Global Hunger Index (GHI) report, India is among only three countries in the world where GHI has gone up by 23% over the past few years. A report of New York Times says that about 55% children in India suffer from malnutrition. According to some WHO estimates, about 49 percent of the world’s underweight children, 34 percent of the world’s stunted children and 46 percent of the world’s wasted children, live in India. It further says that 2.1 million Indian children die before reaching the age of 5 every year. At present, India has the largest illiterate population in the world. Likewise, about 78 million people are just homeless in India.
At present, South Asia is one of the least developed as well as least integrated regions in the world. The mutual confrontation between the two arch-rival countries, India and Pakistan is the obvious reason for this state of affairs. Having failed to resolve their longstanding bilateral disputes, namely the Kashmir issue, these two countries are at logger head with each other for many decades. SAARC, the only South Asian regional organization, has lost both its purpose and significance for a long time. India, in its hatred and enmity against Pakistan, has gone to the extent that now it does not care about its own economic interests in the region. It has already abandoned the vital energy projects like Iran-Pakistan-India (IPI) gas pipeline and Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline. Being the largest country in this region, India will be the biggest beneficiary of the economic integration of South Asia. By normalizing its relations with Pakistan, it can also get land access to Afghanistan, Iran and Central Asian Republics.
Similarly, it can also exploit the Planned China Pakistan Economic Corridor in some way.
Modi’s current maneuvering against Pakistan has considerably marginalized all the campaigns, like Aman Ki Asha, aimed at improving bilateral relations between the two countries. Both countries have already fought four full-scale wars. India has also devised and tried its military strategies like cold-star doctrine and ‘Strategic Encirclement’ against Pakistan. Similarly, its strategy to harm Pakistan through a proxy Fourth Generation War has also failed. Presently, there exists a balance of power between two countries in respect of conventional as well nuclear strength. In fact, no country is in a position to conquer other by military force. Now, India must understand that Modi’s government’s hot pursuit will get it nowhere. Therefore, India should spend its material resources on the socio-economic uplift of its deprived masses, who are more interested in improving their quality of life instead of destabilizing Pakistan.
