Same here in Nepal where Indians are working but that is not the issue as boarder is open they comes in and go out. They are always attached to there family and maintains relation to their family and native place but in case of refugee they wont go back to their nation back so no need to call them and legalize them. we in Nepal too have refugee issue with Bhutanese and Tibetans.
