Basically Korea is stuck in 2003 when it comes to software.
Most people use Windows XP, and Korean law says that all online banking and transactions must use activeX which is only available for IE6/7

Windows 7 exists but even that comes with IE 6/7 installed.

Actually that is sometimes better as newer OS attract all the exploiters/hackers...so you are kinda safe with an old obsolete system....though you may not be able to use the latest offerings....
