BERLIN - Bad agricultural policies and changing eating habits in developing nations are primarily to blame for rising food prices, not biofuel production as some critics claim, German Chancellor Angela Merkel said on Thursday.


Environmentalists and humanitarian groups have stepped up campaigning against biofuels, arguing they divert production away from food and animal feed while contributing to sharp rises in the price of cereals and milk products.
But Merkel, whose country is Europe's largest biofuel producer, said the rise in food prices was not mainly due to biofuels but to "inadequate agricultural policies in developing countries" as well as "insufficient forecasts of changes in nutritional habits" in emerging markets.

"If you travel to India these days, then a main part of the debate is about the 'second meal'," Merkel said.

"People are eating twice a day, and if a third of one billion people in India do that, it adds up to 300 million people. That's a large part of the European Union," she said.

"And if they suddenly consume twice as much food as before and if 100 million Chinese start drinking milk too, then of course our milk quotas become skewed, and much else too," she said referring to EU limits on dairy production.


Biofuels, which are seen by supporters as a way to increase energy security and reduce greenhouse gas emissions, are made mainly from food crops such as grains, oilseeds and sugar.

Critics argue there are few, if any, environmental benefits for so-called first generation biofuels. They have also been blamed for increasing grain demand and pushing up prices at a time of growing threat of famine in some parts of the world.

The FAO and the Organisation for Economic Co-operation and Development (OECD) have said biofuels were "one of the main drivers" for forecasts of food price increases of 20 percent to 50 percent by 2016.

Is it a crime for Indian people to eat twice or the chinese people to eat milk? The fact remains that there is a problem at the moment with the developed world and its fuel crises. However, utilizing staple diets of people for fuel when there are still people who are hungry, in my view is a crime. People should be looking at other sources of fuels ,perhaps renewable energy but not take food away from the mouths of hungry people to burn as fuel.She, by the way still tactfully avoids African people who are still going hungry, as they are not even getting one full meal in a day .

Hi,

It is not a crime for the indians or the chinese to eat more and drink milk but it goes in context to---india and china have many more autos now----their oil consumption has gone up manifold---it has effected the world oil supply balance---. The sales of autos in india and china is not even coming close to its peak levels yet. We are in deep trouble.
 
This is human nature to make every thing suitable to him self and thats what this person is doing.

Now strong developing nations have to think how to make things suitable to them and other developing nations, rather than crying like weak baby. Actually we have got habit of crying and doing nothing. I remember one incident when one TV correspondence asked Indian minister Kapil Sibbal about Google publishing aerial photos of Indian air force installation and demanded for ban of google, his answer was, do not cry, if you can, do some thing so you can also publish aerial view of US military installation, there is no meaning of crying foul

I agree that the demand has gone up. My problem is with utilizing food to run cars in the presence of abject hunger and poverty. SAure we have a problem but Biofuel is not hte answer and we may have to think either solar or other means to overcome this problem. Is it because EU does nor have enough sunshine that they are not moving towards renewable energy? I know hybrid cars are there on the marketand solar panels are not as expensive as before. So why is A+B not equallingC

Well said.

There is a hierarchy in human’s needs. The most fundamental needs have to be met first before talking about the next higher level in the hierarchy.

Any good policies, good political systems, have to consider this.

People can still live without a car, but they cease to be alive without food.

In our job training sessions we emphasize quite a bit on a saying ---" you are allowing me to talk, but you are not listening to what I am saying ".

What the europeans and the others are telling us---things have taken a drastic turn in the last 2 years---either it is the security issue, the economy and the job market, the oil crisis or the food shortages---europe and allies may chose to look after their interests first and foremost. In their decision to do that, they are telling the poor nations that they had enough of them----they had been given enough aid---enough food---enough options and more chances which one gives to his beatiful wife who has an insatiable apetite for sex and is intent on sleeping with anyone everyone on the neighbourhood block knowing very well that half the men have aids.

Let me give another example to the reader---if somalia was your brother---and after all the help that you gave to your brother somalia and it stays where it is---you will cut all the ties with your brother and anything remotely connected to it and move ahead with your life---writing it off as a lost cause---no chance for revival---.

Case in point pakistan the dam issues---it looks like SINDH will run out of water regardless of dams or no dams, in due time. Without the major dams---the chances are that within 25 years---sindh could be a desert----but with some major dams built up---we may delay the inevitable for another 25---30 years----which makes it roughly 50---55 years for sindh to lose its water for most of its areas.

Now if we go by the 50 years options, it gives us an oppurtunity to find new resources to do something about the shortage of water in sindh. But no---that is not going to happen---the sindhis will keep fighting with the federal govt about the water and dams issue---the sindhi politicians will keep inciting their vote bank and no new progress will be made. As we have not made any major dams in the last 20 years----we are 20 + 20= 40 years behind schedule today---the world knows that as well---now if you were the rest of the world---wouldn't you be tired of what is happening in pakistan and wash your hands off it and tell them to take a hike.

The european nations are hit hard the first time after the 2nd world war. They had forgotten what it was like---what they are seeing in the future---they don't like it very much---the survival of the being is going to be first and fore most.

GPIT---there is no such thing a heirarchy in human's needs ( no disrespect intended ), there is only heirarchy of national interests and common like minded nations interests---the nations which donot fall in that category---will be left alone to fend it off for themselves---at the time of kashmir earthquake I wrote---the world is running out of money and resources real fast---they will not be there to help as much in the next crisis coming.
