This could be one of the "concentration camps" in Xinjiang captured by western satelites. the west decides based on their satelite images, 1, it is a very large building complex out of nowhere. 2, it has tall walls and somethings look like watch towers sitting on the top of those tall walls. 3, a massive concentration of people seem to be locked inside. 4. At night it seems this camp have many bright search lights shining to all directions preventing the inmates from escaping.

So the west decides, if it looks like a concentration camp, feels like a concentration camp, tastes like a concentration camp, based on their rich experience in running concentration camps for the past couple of centuries around the world, it must be a concentration camp.
