Because we are not just facing internal issues. We are being black mailed by biggest terrorists on earth that is US, UK and France. They are putting pressure on us economically via IMF and FATF. Role of Israel can't be ignored as well which is technically supporting India by providing them latest technologies and necessary training to fight Pakistan on military level.

ICBM test will simply allow us to use it as leverage just like we used our nuclear weapons to keep enemies at bay. They will think twice before further destablizing Pakistan because chaos in Pakistan means nuclear weapons and ICBMs can go in wrong hands. If we go down, we will take whole world with us.
