What seems to be happening is that PTI's representative is saying that 27,000 bogus votes have been found.
PML-N's representative is saying that these are not counterfeit, and could be due to incompetence of polling staff.

NA-122: Commission Finds More Irregularities | Pakistan Tribune
Lahore – The commission inspecting polling record in NA-122 Lahore has found more irregularities in the constituency.
According to sources, a single-member commission comprised of former session Judge Ghulam Hussain Awan has completed inspection of 270 polling stations out of 284 which mean scrutiny of only 14 stations is left behind.
The commission inspected record of 36 polling stations on Friday and found thousands of counterfoils which did not carry either the stamps or signatures of presiding officer. In several polling bags, the form no.14 and 15 which feature record of votes polled are missing as well.
Dozens of votes even not have voter’s thumb impression or National Identity Card (NIC) number and some counterfoils belonging to ballot papers of NA-124 constituency were also found from polling bags containing record of NA-122, credible sources said.
During the inspection of 234 other polling stations, the
commission had found more than 22,000 counterfoils which did not carry signature or stamp of presiding officer.
As far as recounting is concerned, it has proved flattering for National Assembly Speaker Sardar Ayaz Sadiq, whose 89 votes have been increased in the process.
Sadiq, who had contested election on Pakistan Muslim League-Nawaz (PML-N) ticket, had bagged 9612 votes in May 2013 general elections but now leads with 9,701 votes against Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan (67,971).
PTI chief’s representative in inspection, Shoaib Siddiqui has said that massive rigging has been proved in the constituency during scrutiny and Imran Khan will himself disclose hidden facts to nation in a press-conference.
On the other hand, NA Speaker’s representative Cl. (retd) Mubashir Javed has claimed that no irregularity has been found inspection. He said if counterfoils not carry stamps or the signatures of the presiding officers, it could be the negligence of polling staff but not rigging at all.
Meanwhile, the commission has sealed the inspected polling record in District Commissioner Officer (DCO) office and six policemen have been deployed around it for security.
The commission will complete inspection of remaining 14 polling stations in next two, three days and submit its report to election tribunal, which will issue a final verdict in the case.
