کراچی: حکومت کی سست روی کے باعث کراچی میں آپریشن سے قبل ہی کئی جرائم پیشہ افراد کی بڑی تعداد بیرون ملک فرار یا ملک کے دیگر علاقوں میں روپوش ہوچکی ہے۔
ذرائع كے مطابق وزیراعظم نواز شریف كو شہر قائد میں بدامنی كے ذمہ دار 450 جرائم پیشہ افراد كی فہرست پیش كی گئی تھی جس میں ٹارگٹ كلرز، بھتہ خوروں اور اغوا برائے تاوان کی واردوتوں میں ملوث ملزمان كے نام شامل تھے تاہم وزیر اعظم كو فہرست كی فراہمی، ایگزٹ كنٹرول لسٹ میں نام ڈالنے اور رینجرز كو احكامات دینے كے عمل میں تاخیر كا فائدہ اٹھاتے ہوئے ملزمان قانون كے ہاتھ لگنے سے قبل ہی فرار
ہوگئے ہیں۔


ذرائع کا کہنا ہے کہ لیاری گینگ وار كے كئی مطلوب ملزمان آپریشن سے قبل ہی مسقط، دبئی، ایران اور ملائیشیا فرار ہوچكے ہیں جبكہ بعض ملک كے دیگر علاقوں میں روپوش ہیں جس كے بعد یہ خدشہ ظاہر كیا جارہا ہے كہ شہر میں قیام امن کے لئے کیا جانے والا رینجرز كا ٹارگٹڈ آپریشن ابتدا میں ہی ناكام ہوچکا ہے اور اب محض خانہ پوری كے لئے چھاپے مارے جارہے ہیں، یہی وجہ ہے كہ اب تک كوئی ایک بھی مطلوب ملزم گرفتار نہیں ہوسكا۔

Leaving to where? Spreading and spraying their ***** all around. Good for them Govt. has a habit of announcing dates and timings of operations so the criminals can rest well and drink some refreshing tea before cowering like rats before the 'wrath of justice' strikes. Doesn't that hit anyone as fishy? This country like whole Muslims world plays its people like fools and the people are always willing to buy it. Some chosen people.
 
Something that i feared beforehand. When culprits are the 'stakeholders' in the consencus for targeted operation, this was bound to happen. The list should have only been presented after updating the exit control list.

So that means, there are laws to better screw ourselves. Giving free passes to pricks, sounds totally in sync with our current state of politics.
 
There was no need to announce the limited operation in media..... MQM is very clever....

The big question is can the federal government get involved directly, if the provincial Sindh government has failed to keep law and order on the lid.

Karachi security conundrum: Criminals flee city before crackdown
LAHORE:
Most criminals have fled an imminent ‘targeted operation’ in Karachi to their ‘safe havens’ elsewhere in Sindh and abroad, Prime Minister Nawaz Sharif was informed on Saturday.
The disclosure was made by Director General Rangers Maj-Gen Rizwan Akhtar at a high-level security huddle at Jati Umra, in Raiwind. The prime minister presided over the meeting where attendees included army chief Gen Ashfaq Parvez Kayani, Interior Minister Chaudhry Nisar Ali Khan, Finance Minister Ishaq Dar, Punjab Chief Minister Shahbaz Sharif and ISI chief Lt Gen Zaheerul Islam.

According to sources privy to the meeting, Maj-Gen Akhtar told the premier that the government would have to come up with a new strategy for purging Karachi of criminals since most of them have already fled the megacity. He said many criminals, having political affiliations, had already escaped to Dubai and South Africa, and many others had moved to Sukkur, Larkana, Hyderabad and rural areas of Sindh.
ISI chief Lt Gen Islam and other senior officials also shared details of the criminals’ escape from Karachi, sources added.
According to an official handout issued by the Prime Minister’s Office, Nawaz expressed ‘satisfaction with the progress’ after being briefed by Maj-Gen Akhtar about the operational and strategic aspects of the project to restore peace to Karachi.
It stated that Saturday’s meeting was part of “continuing consultations to discuss the strategy and modalities to envisage a foolproof mechanism to rid the country in general and Karachi in particular of anarchic elements.”
“Extraordinary circumstances require a sustained response from the law enforcement machinery to bring back tranquility to Karachi, as policies do not change on daily basis,” the handout cited the prime minister as saying.

He reiterated his government’s ‘principled commitment’ to provide all possible assistance to the Sindh government to restore order in Karachi and directed concerned authorities to address existing gaps in prosecution and make necessary amendments to the law to ensure the security of citizens. Nawaz also directed the concerned quarters to finalise a strategy to block unregistered and illegal SIMs.
All parties conference
The prime minister also discussed the agenda of the upcoming all-parties conference (APC) with the army chief, ISI DG and other participants.
According to sources, the participants decided that both the civil and military leadership would share some aspects of negotiations with the Tehreek-e-Taliban Pakistan (TTP) at the APC but refrain from presenting the details which would be shared privately with some political leaders.
Afghan endgame
Premier Nawaz, Gen Kayani and Lt-Gen Islam also discussed the situation in Afghanistan after the scheduled withdrawal of the US-led Nato forces from the war-torn country.
Sources said the army chief sought suggestions from the meeting participants on the complex situation in Afghanistan.
The civil and military leadership also discussed Afghan President Hamid Karzai’s proposals for peace in his country, which he shared with Pakistani officials during his recent trip to Islamabad.
US concern about nuclear assets
The meeting also discussed the leaked report of the US intelligence community’s black budget. According to the report, the US is concerned about the safety of Pakistan’s nuclear assets and was broadening surveillance efforts in this regard.
Sources said the participants discussed whether the report was leaked deliberately to prepare ground for action against Pakistan in the future. According to them, the civil and military leadership took the matter seriously and directed concerned quarters to conduct a serious study in this regard. The Foreign Office was also directed to counter the development effectively.
Situation in Syria
The US plans to launch an attack in Syria following the use of chemical weapons by President Bashar al Assad also came under discussion during the meeting.
According to sources, Gen Kayani told the prime minister that Pakistan’s allies – Saudi Arabia, Turkey, the UAE and other Arab states – have voiced support for the imminent US action. The sources said the participants have devised a strategy to tackle the Syria situation.

Facts: (1) Karachi produces more than $40 billion worth of goods and services every year, close to 25 percent of GDP. (2) This translates into Rs10 billion a day every day. (3) Karachi represents 53 percent of FBR revenues. (4) Karachi is Pakistan’s main port. (5) Karachi has 30 percent of Pakistan’s manufacturing capacity.

Actors in conflict: (1) MQM. (2) ANP. (3) PPP. (4) TTP. (5) Organised criminal gangs. (6) Sectarian outfits. (7) Foreign intelligence agencies.

Police: According to a leaked embassy cable, “The police in Karachi are only one of several armed groups in the city, and they are probably not the most numerous or best equipped.”

ANP: The same cable states, “The ANP represents the ethnic Pakhtuns in Karachi. The local Pakhtuns do possess personal weapons … and there are indications they have begun to organise formal armed groups.”

PPP: Over the past five years, PPP workers have been issued a large number of arms licences and the speculation is that the PPP is now as well-armed as armed wings of other political parties.

MQM: According to the same leaked embassy cable, “MQM’s armed members, known as ‘Good Friends’, are the largest non-governmental armed element in the city. The police estimate the MQM has 10,000 active armed members and as many as 25,000 armed fighters in reserve. This is compared to the city’s 33,000 police officers. The party operates through its 100 sector commanders.”

Sunni Tehreek (ST): According to the cable, “ST has organised the party and its gunmen along the lines of the MQM by dividing its areas of influence.”

Motivation of actors: For the MQM, Karachi is the source of around two-dozen National Assembly seats and some four dozen provincial assembly seats. For the MQM, Karachi enables it to capture more than its fair share of political power. For the ANP, Karachi is a Rs10 billion pie in which the ANP feels that the party is not getting its fair share. For the PPP, Karachi produces half a dozen seats of the seven dozen that the PPP controls in Sindh. In essence, 95 percent of the PPP’s political stakes in Sindh are outside Karachi. The PPP views the MQM-ANP bloodbath as being in its political advantage. For the TTP, Karachi is a godsend, an ideal opportunity to squeeze Pakistan’s financial lifeline and create even more chaos.

Fact: The state does not exist in many parts of Karachi; the ‘no go’ areas. These include Orangi, Kati Pahari, Lyari, Sohrab Goth, A H Ispahani Road and Malir-Qaidabad. In other parts of Karachi the state machinery is dysfunctional, politicised, criminalised and partisan.

Peacemaker: The MQM leadership is exploiting ethnicity to sustain its hold over power. The ANP leadership is doing the same thing to gain more power. The PPP is the perfect spoiler. In effect, Karachi has no peacemaker.

Fact: Ten percent of Pakistan’s population and twenty-five percent of Pakistan’s economy is being held hostage by armed wings of political parties killing each other in their own turf wars.

Solution: Deweaponisation followed up by a political resolution. Only the army can deweaponise and only the politicians can resolve political problems. ‘Clearance’ by the army, ‘holding’ by a new apolitical police force and ‘building’ by the civilian administration.

Q: When and how will the conflict end? A: An end to the conflict is still a thousand miles away – Karachi has no peacemaker and no one else has even taken the first step towards a formalised, structured conflict management.
