what is the next major milestone in the program?

Next up would be increasing our launch capability, this is something that needs to be done asap so that we can send bigger satellites/orbiters/rovers, and some time later manned space flight.
So after getting the bigger launch vehicle tested accurately the next milestone launch would most probably be be the rover to the moon, sometime before 2017. the rover is being tested currently.

what is the next major milestone in the program?

GSLV MK 3 testing in coming month or 2. We are readying our vehicle to lift 4 to 6 tons of weight in Geo and 12+ tons Leo orbit.

It will be followed by numbers of launches. Man mission and A very high resolution Satellite with NASA called NISAR means NASA ISRO Synthetic Apparatus RADAR.

One planetary observation satellite and a satellite to study SON. I think one satellite to study atmosphere is also planned.
