There's really not much money on these kinda goods to begin with (profit margin) in the kind of time scale 5 year federal govt structure can implement (in economies of scale).

Thats why India is focusing on stuff selectively for now...where there is more return quicker (factoring MVA) and not big scaled structural (and massive state levers) investment needed....especially with current overall labour and land legislation stasis.

Part of reason software and services export has really boomed for example...compared to hardware story.
