Meh, the video is actually from a 2+ hour film that was trying to carry a message. Dunno why it's being judged based on a small clip.
Even in the film, the clip is portrayed as an unrealistic dream, and then switches to current day India. I think it primarily makes fun of politics, and that if people rely on bad politics, they will never see an India that they can dream about, something on those lines. Never actually seen it.

Even the hero's name is Subhash Chandra Gandhi, using the names of two Indian personalities who had completely opposite viewpoints. Kinda like Adolf Buddha. But I wouldn't expect the high IQ Chinese here to understand political satire.
Here's the entire film, but it's got no subtitles.
It's just some dumb film that's supposed to pass off as comedy. In one scene, a murderer comes in for a company interview which is run by a gang, claims he's murdered 3 people, shows newspapers articles as proof and says he has 4 years's worth of experience in the field, he's hired. The entire thing is done like a professional corporate interview. They were basically hiring new gang members.
The next scene, all the hired gang members are being trained in English like they do in call centers.
The following scene they have a business meeting and all these illiterate hooligans are setting up schedules and project deadlines for their projects, 'crimes'.
Then they are beating up those who didn't pay up in front of the new people they are extorting.
The name of their boss is called 'Gandhi'.
When a police inspector goes to arrest Gandhi, the company officials give the policeman an anticipatory bail. It's a bail you can obtain from the courts before you are arrested to prevent an arrest.
Then the inspector walks into two employees. He recognizes them as pickpocket thieves who he has personally beaten up in a jail previously. But the two feign ignorance and claim he is mistaken, that they are Sam and Patrick. It's funny because in call centers employees get to choose pseudo names which are Christian because foreigners cannot pronounce Indian names.
The inspector then claims he wants to meet their boss Gandhi. The two hooligans say he has to follow the dress code if he wants to have a meeting with Gandhi. The inspector agrees. The next scene, the inspector is being led by the two to meet Gandhi, while wearing prison clothes.
So, yeah, you get the gist of the film now.
