M-16, Swat Motorway To Be Extended To Bagh Dheri On BOT Basis


The government is considering to extend Swat Motorway from Chakdara to BaghDheri and Rs 1000 million have been allocated in Public Sector Development Programme (PSDP) for the project which would be built on Build Operate-Transfer (BOT) mode.

An official of National Highway authority (NHA) told APP that the design and commercial feasibility of Chakdara-Mingora Section of the motorway has been completed whereas, the design and commercial feasibility for Mingora - Bagh Dheri section was being done by Pakhtunkhwa Highways Authority (PKHA).

The official said that it has been agreed to consider execution of Swat Motorway under China Pakistan Economic Corridor in last meeting of Joint Coordination Committee.
Subsequent to provision of above detail, he said the NHA would review the complete design with respect to NHA standards and the viability of the project.

He said as per tentative schedule completion of design and commercial feasibility study by PKHA and review by NHA would be done by end of March this year whereas procurement of concessionaire on BOT basis till signing of Concession Agreement by end of the year.

He said that time for financial close would be June next year and the completion of the project would likely be done by end of 2023.The Swat Motorway (M-16)stretches from Nowshera to Chakdara in Lower Dir District, passing through Swabi, Mardan, and Malakand districts.

As an example: dakus of PTI canceled the contract of M6 and tried hard to prove corruption in award. Obviously they had no evidence of their claims, which were merely based on creating opportunity to do corruption them selves.
They tried to find a willing contractor, who can build M6 and bribe the dakus of PTI, but all prices estimates, after including bribes went upto 1.5 times the previous price. lol.
Obviously the section was the lest and shortest leg of PK motorway, completion of which is inevitable.
Now they find new way of making fool of public and taking commission from contractors and that's BoT.
It's impossible to compare two contracts or catch the evidence of bribe in BoT contracts.
This explains why PTI activists get so excited when asked for transparency and they are getting rich as well.

I request the patriotic Pakistanis to reach out to NAB and ask them to investigate the matter of M6. Why earlier govt. of Pakistan had all allocations to build it but now govt. of Pakistan is gifting it to probably some foreign contractor!

Devaluation may be a factor but in such circumstances even a child could decide that canceling a contract would be a loss! PTI daku can't afford to blame this failed attempt of corruption on devaluation.
Major factor for increase in re-tender was, contractors had demobilized and re-exported heavy machinery to other projects over seas. Starting everything from scratch have different price!
So basically what PTI ministers use to claim as chor contracts, when they try to execute them selves started costing twice.
If NAB investigate, Murad Saeed is behind bars with little effort. Only his first case of M6 is enough!
He as well did and advised corruption in M5 against giving final clearance to drive.
There's a reason, he's not shouting Daku Daku in parliament and there's a reason PTI activists are not asking him to prove corruption in award of M5 and M6. Which he promised by swearing on kalma.
NAB is not even needed for Peshawar Metro but NAB is also not interested and now Nazi have clipped NAB through a dictatorial ordinance, for personal connivance and protection. I don't know how much blind this nation can get or may say all are nangay in this hamam of haram, where PTI emerged as lead.

Contractors now wait for one section to complete before start working on another. No one was going to take up Hydrabad-Sukkur before Multan-Sukkur motorway was completed. Plus being BOT its more complicated as private investors don't throw away money. You are looking for corruption where there is non. Wait for contract to be awarded and then complain. Also please compare price in $.

We don't have economy to absorb so many motorways construction in one go. In few years 90% of population will be connected through motorways.
