I think Rare wings are on booster and if the front wing is not moving than it may be for stabilization missile may be moving with TVC.

Rare wings are not on booster. the missile has no separation module that means the missile control it trajectory by rare wings as front wings are fixed to that brings a conclusion that missile has less maneuverability which implies that missile is not a SAM but purely an interceptor. This also implies that missile cannot intercept Advance RV but is designed to intercept Pakistani Nasar Missile. This theory is also supported by the Indian recent purchase of S300 and BARAK systems.

A country which has over 40 Billion usd defence budget will not compromise unlike Myanmar/ Nigeria (in case of JF 17)

There is a difference If Myanmar had money it would definitely opted for Typhoon/ Rafale/ Su 35 but had to opt ofr JF for obious reasons.
On the other hand IA with ample funds opted for Akash !!

Tejas in 2015 was better than current JF17 Block 2 (accepted by PAF) in performance and other parameters, Still IAF wanted more.
We have resources, hence no compromise unlike our neighbours.
Tejas will be available for other nations once IAF's requirement is fulfilled.
