Vietnam is poor country and there are many needs for money invest in infrastructures, human resources, emvironment, business start ups, poor families...etc. currently Vietnam public debt is high and reserve is depleted. They wanted to build and spend big on stuff that has little impact on economic people lives, except for them to live and work in better place, they mostly for themselves. No wonder after 40 years in peace gdp per cap is $2200, and the Viet in here speak how they superior. I give them that for spirit in fighting but speaking about build stuffs and managing they have no skill because they do account for themselves. Greedy northerners. ietNamNet Bridge – The northern port city of Hai Phong City has announced it will build a municipal administrative and political centre in Thuy Nguyen District at a huge cost of VND10 trillion (more than $446 million). Not long ago, many provinces and cities made similar announcements.

For Hai Phong, the new administrative centre will be located on an area of 324ha, spread across three communes of Thuy Nguyen District and Minh Khai Ward of Hong Bang District. The project will include office buildings, the Hoang Van Thu Bridge and the main transport system.

The state budget will provide VND6,855 billion, while the rest of the funds will come from the city's budget and other sources. The three-stage project will begin this year and is expected to become operational in 2020.

The municipal authority has carried out the survey of the construction area, set up plans for ground clearance, compensation and resettlement of the affected local people, and has selected the investors.

The new administrative and political centre project is part of the master plan to expand the city to the north by 2025. The plan was approved by the Prime Minister in 2009. The new centre will replace the current centre in Hai Phong.

Apparently, Hai Phong is following the "fashionable trend" of building costly administrative centers in the country.

It sounds like a complete business-transportation and public policy system, all in a large single complex. I guess it makes sense in terms of efficiency and perhaps conservation. I do not like it when local public offices are spread all over the place. The over the years cost of navigating across these offices is perhaps higher than building an entire system -- provided that it is well-planned and executed.

I guess people must have trust in their government's scientific policies that ensure efficiency and affordability.

Ok so much for false assumption. Use your brain think of something productive. Keep in mind I was trainned and educated by U.S. Government standard, I look at thing not the same as mainland people mostly worship VCP, and sensitive when receive criticisim. The problem is such expensive administrative center is not needed at the current time when public debt is high, currency reserve is depleted. Over $400 millions almost half billion $ is not a small amount for a poor country like Vietnam which need more investment infrastructure and environment protection - see their capital and big city flooding when rain, massive traffic, high death rate in traffic accident..etc there are more problems that has higher priority than invest in such huge administrative center which I think will help little economic or people lives leverage.

And how many people will use them? except for those state workers. How many workers in that small poor state that will utilize huge administrative center? Wasteful. Even Saigon city a biggest city and financial hub did not need such huge adminstrative center. Not to mention Saigon aims to reduce the state workers because it believes not need too many state workers.

The solution is rather simple but none of think can think of. Reduce the city staffs, build a small scale administrative center around $150 million. The only city that does the right thing is Ho Chi Minh City, what special about this city is its contribution to state government is largest while use little state government budget for most of their projects.
