Radd ul Fasaad is targeted towards "fasadi" not "terrorists" and fasadi include everybody who supports terrorism financially, politically or emotionally.
I don't agree with Dr. Shahid's term "Siyasi Radd-ul-Fasaad" as the name itself says it is targeted towards indirect terrorists.
