RAMESWARAM: Sri Lankan Naval personnel arrested 29 fishermen from here while they were fishing near Katchatheevu and allegedly damaged fishing nets, a fisheries department official said on Sunday.

This is the first arrest of Indian fishermen since the Sri Lankan President Mahinda Rajapaksa ordered the release of all Indian fishermen in Sri Lankan custody last month.

Rajapaksa's act was a goodwill gesture ahead of the swearing in of Prime Minister Narendra Modi.

The Lankan navy also seized six mechanised boats, M Gopinath, Rameswaram fisheries assistant director said.
The fishermen and the boats have been taken to Talaimannar.

They were part of a group of fishermen, who set out in 727 boats from here on Saturday night and while they were fishing near Katchatheevu, the Lankan navy personnel came in four boats and arrested the 29 fishermen.

They allegedly damaged the fishing nets of about 20 boats and threw them into the sea, he said.

The naval personnel asked them not to fish in the area, Sesuraja, Rameswaram fishermen president claimed, adding, other fishermen returned to shore.

Talks between India and Sri Lanka on the fishermen issue had ended in deadlock early last month and negotiators are scheduled to meet again this month.

Sri Lanka had shot down a request from Tamil Nadu fishermen to allow fishing in Lankan waters for 70 days a year and to allow bottom trawling.

Katchatheevu, an islet in the Palk Straits, was ceded to Sri Lanka by India in 1974.

A day after the 45-day ban on trawling observed in Tamil Nadu ended, as many as 29 Indian fishermen were caught by the Sri Lanka Navy on Sunday, on charges of poaching.

According to sources with the Sri Lankan Navy, the fishermen were arrested off Thalaimannar, and the Navy seized six trawlers used by them.

The arrest assumes significance, as it is the first instance of Indian fishermen allegedly engaging in bottom-trawling on the Sri Lankan side of the International Maritime Boundary Line (IMBL) after the second rounds of talks between fishermen of both countries.

Fisher leaders from the two countries could not reach a consensus at the May 12 meeting in Colombo, with Indian fishermen unwilling to meet their northern Sri Lankan counterparts’ demand that they stop bottom-trawling immediately.

While the Indians agreed to stop using pair-trawling (rettai madippu valai) and purse seine (surukku madi valai) nets – which are banned in Sri Lanka – but asked for three years’ time to completely phase out trawling. Sri Lankan fishermen, however, said allowing bottom-trawling – Indian fishermen are charged of crossing the IMBL, and engaging in illegal fishing activity – any longer would further endanger marine resources, causing permanent damage.

The Palk Bay conflict has been a challenge area in the bilateral relations of the two countries. In the recent meeting between Prime Minister Manmohan Singh and President Mahinda Rajapaksa in New Delhi, the leaders emphasised the need to address the fisheries issue affecting the livelihoods of fishermen in both countries, particularly those in the war-torn Northern Province of Sri Lanka

The fishermen's right to fish in their traditional waters of the Palk Bay was allegedly being infringed repeatedly and effectively abrogated by Sri Lanka, she said

"This [infringement] is caused in no small measure because of India having entered into an ill-advised agreement, which ceded to Sri Lanka the islet of Katchatheevu, which was historically part of India’s territory and undisputedly an integral part of India."

Why should SL Navy attack IND Navy ?? We're not at war.. And India respects international maritime boundaries..

On the other hand organized crime syndicates in Tamil Nadu that trespass in 727 trawlers to poach and obliterate our fishing resources using universally banned fishing methods will be dealt with according to our law

No matter how they report it in India or how many BS letters stupid criminal politicians in TN write to your PM will change that

Why should they?? Indian fisherman should be taught to respect international boundaries and laws. They cannot go on to other country's waters just bcs there is fish there...its unlawful and the respective countries whose boundaries have been breached has the right to take appropriate actions.

Most of these fishermen cross the international maritime boarder and do their fishing in srilankan water..... Indian coast guard cant do much once they cross the boarder......

Why should they?? Indian fisherman should be taught to respect international boundaries and laws. They cannot go on to other country's waters just bcs there is fish there...its unlawful and the respective countries whose boundaries have been breached has the right to take appropriate actions.

But the problem is, there are political parties who want issues like this to keep their boat floating...... Some of them are very influential....

This seems like a political campaign by some TN groups to rake up their cause. SLN is right to arrest them. they should be handed over to be tried in Indian court.
