Maybe the new BRICS development Bank should offer a line of credit for reasonably priced aircraft (15-50 mil /aircraft depending on all aircraft available and packages on offer )to ensure their tilt towards the BRICS sphere of influence and away from NATO while Sri Lanka gets competitive interest rates to get the aircraft that they need.
