Mumbai, April 11:
Engineering major Larsen & Toubro (L&T) today said it has signed a memorandum of understanding (MoU) with French firm Areva for cooperation to maximise localisation for the 9,900-MW Jaitapur nuclear plant in Maharashtra.

“Both the companies have signed an MoU for cooperation to maximise localisation for the EPR nuclear power plant to be built at Jaitapur, Maharashtra. Areva’s EPR nuclear reactor is a third generation advanced pressurised water reactor,” L&T said in a statement issued here.

The MoU with Areva represents a major step forward for L&T in pressurised water reactor technology, it said.

“This partnership will add new dimensions to the capabilities of India’s manufacturing sector in the nuclear business,” L&T’s Whole-time Director and President-Heavy Engineering M V Kotwal said.

The MoU covers the prospect of partnership between L&T and Areva in manufacturing key nuclear island equipment, valves, piping, electrical, instrumentation and engineering work.

Through this partnership, Areva will also transfer technology to utilise the forging capabilities of L&T Special Steels and Heavy Forgings, a joint venture with Nuclear Power Corporation of India (NPCIL).

“This is a significant addition to the company’s existing capabilities and the lead role it has played in equipment manufacture, construction and project management for pressurised heavy water reactors in the country’s domestic nuclear power programme,” Kotwal added.

New Delhi: With India and France agreeing to expedite the setting up of the Jaitapur nuclear power plant, the move is expected to help settle several long-pending issues, including those regarding the technicalities and pricing of the project, sources said.


During the visit to France of Prime Minister Narendra Modi, India signed two agreements related to the Jaitapur Nuclear Power Plant (JNPP).

The first, a pre-engineering agreement signed with AREVA, Alstom and Nuclear Power Corporation of India (NPCIL), aims to bring greater clarity on all technical aspects of the project.

The agreement is also expected to allay the apprehensions of the Indian side, especially with the new EPR (European Pressurised Reactors) technology, which are to be used in Jaitapur.

A major bone of contention between the two sides is the high cost of the electricity.

While the cost of the electricity generated by Kudankulam Nuclear Power Project (KKNPP) Units I and II hovers between Rs 3 to 3.50 per unit, for JNPP, it is expected to be Rs 9.14 per unit.

Sources said the high costs were a major impediment during the talks as DAE is ready for a price between Rs 6 to Rs 6.50 per unit.

The pre-agreement also seeks to bring clarity on the price factor. The second agreement signed between AREVA and Larsen and Turbo -- a private player -- is aimed at "reduction of cost by increasing localisation to improve the financial viability of the project".

L&T has been one of the crucial partners of the Indian nuclear industry and has been a part of several projects of the Department of Atomic Energy, especially NPCIL.

It is also a part of the Indian Atomic Industrial Forum, which provides equipment for crucial nuclear and space projects.

For JNPP, AREVA was planning to procure some critical equipment from Japan.

But with the long-pending deal between Japan and India failing to fructify, the finalisation of the actual price of the project was also held up.

The delay also increased the cost of the project but, more importantly, even seven years after the signing of the nuclear cooperation deal between France and India, there were no "visible" results to show for the initiative.

However, with the transfer of technology, some of the equipment could be produced in India, which could have an overall bearing on the cost.

After the Indo-French nuclear cooperation agreement in 2008, NPCIL, with the help of AREVA, was to construct six reactors of 1650 MW each.

Upon completion, JNPP will the produce the maximum energy among the nuclear power plants in the country.

As part of the civil nuclear cooperation, India has entered into Inter-Governmental Agreements (IGA) with France, USA, Russia, Namibia, European Union, Canada, Argentina, Czech Republic, Kazakhstan, Republic of Korea, Vietnam and Sri Lanka, some of whom are uranium producers and suppliers.

Jaitapur project will roll through, come what may, says Devendra Fadnavis - The Hindu

Maharashtra Chief Minister Devendra Fadnavis said on Monday that the Jaitapur Nuclear Power Park “will roll through, come what may,” sending a strong signal to the Shiv Sena that opposes the project.

“The project has come too far now to be scuppered. The project should come to fruition in the national interest. Hence, it will be given priority,” he said in Solapur district, reviewing the implementation of the integrated water conservation and management (Jalyukt Shivar) scheme.

Capital investments
He said the project might have been cancelled four years ago (when UPA-II was in power), but not now because a lot of capital investment was made on the project, and the State’s energy requirements were growing. His statement came just hours after Shiv Sena MP Anil Desai said in Mumbai that the project would devastate the verdant Konkan region and destroy the livelihood of the indigenous people.

Amid reports of vandalism by Sena activists at the project site on Sunday night, it is also expected to aggravate the fraught ties between the BJP and the Shiv Sena that run the government in coalition.

Earlier this month, a delegation of Shiv Sena MPs met Prime Minister Narendra Modi and urged that the 9,900-MW project not be imposed on the fishermen and mango farmers of Konkan, pointing to the threat it posed to the environment in the context of the Fukushima disaster.

Manipur to get 400 KW Power Project soon:


Dr Jitendra Singh Union Minister of State (Independent Charge) for Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that Manipur will soon get a 400 KW power project at an estimated cost of Rs.124 crore.

On the last day of his three-day tour of the Northeast, Dr Jitendra Singh held a detailed meeting with Chief Minister of Manipur, Okram Ibobi Singh and senior officers of the State administration in Imphal today. Later addressing media persons Dr Jitendra Singh said the 400 KW power project had got delayed due to certain reasons but now only a few technical formalities are pending. Dr Jitendra Singh said that he has requested the Chief Minister to depute an officer from the State as also the Delhi-based Resident Commissioner of Manipur to do the follow up with the DoNER Ministry so that the work can be started at the earliest.

Dr Jitendra Singh said that with the installation of project and release of 400 KW transmission line, the State of Manipur will receive uninterrupted power supply for at least 18 hours on an average, even in remotest areas. This will also be a positive step in the direction of achieving the objective of Government of India’s recently launched “Deendayal Upadhyaya Gram Jyoti Yojana” targeting 24 hour power supply to every household.

Dr Jitendra Singh also informed that work on the National Sports University for Manipur announced by the Prime Minister Shri Narendra Modi during his visit in November will start soon. The DoNER Minister said that he has been informed by the Chief Minister that the State Government has acquired 300 acres of land for the purpose at village Yathivi about 25 km from Imphal and, therefore, accordingly he has suggested to the Chief Minister to pursue with the Union Sports Ministry to send a team of officials for taking over the land. This University will not only be unique and first of its kind in India, but will also be a tribute to the consistent and glorious contribution made by Manipuri youth in International Olympics, he added.

Dr Jitendra Singh said, the Chief Minister has also pointed out the need to upgrade the Imphal Airport and provide facility for night hangers. Several other issues also came up at the meeting which included upgradation of Silchar-Imphal Highway and improvement in the telecom network which, Dr Jitendra Singh said, the DoNER Ministry will take up with the concerned Departments.
