Kuwait Re-Activates Ban on Bangladeshi Workers

Kuwait has reportedly imposed a ban on recruiting Bangladeshis to work in the northern Arabian Gulf state.

Interior Minister Shaikh Khalid Al Jarrah has ordered the ban and asked the interior ministry to apply it, Kuwaiti daily Al Jareedareported on Monday, citing a security source.

The source attributed the decision to irregularities and abuses by traffickers in work and residency permits for Bangladeshis whose numbers have increased remarkably following the recent lifting of a ban on their recruitment.

The abuses were mainly related to the employment of domestic helpers despite the existence of strict regulations, security agencies said in the reports that triggered the ban.

Some Bangladeshis are recruited to work in the Arabian Gulf countries through a complex process that involves private agents and brokers and results at times in recruitment malpractices and deceptions.

Bangladeshi reports said that Kuwait started hiring Bangladeshi workers in 1976 and that until 2007, around 480,000 workers were recruited.

The figures were provided by the Bureau of Manpower Employment and Training in Bangladesh.

However, Kuwait stopped recruiting Bangladeshi workers in 2007 after detecting irregularities in their recruitment and their involvement in illegal activities, the reports said.

Conditions put forth by the Kuwaiti government included that “each Kuwaiti citizen can bring only one male helper and must not already have one from the same nationality.”

The employer must also own a house in Kuwait.

The number of Bangladeshis in Kuwait in 2016 was 200,000.

Foreigners make up two thirds of Kuwait’s total population of 4.5 million. Indians make up the largest expatriate community in the country whereas Egyptians top the list of Arab communities.

Kuwait’s ban on recruiting Bangladeshis is applicable only for house helps, says State Minister for Foreign Affairs Shahriar Alam.

Speaking to bdnews24.com by phone on Tuesday from the Middle Eastern country, he said: “There’s no impact on overall work visas.”

He added that the ban is applicable only to Khadem Visa 20 that allows Kuwaiti nationals to employ foreigners as domestic workers.

Alam, who is on an official visit to Kuwait, met his counterpart on Monday and is scheduled to meet the Kuwaiti labour minister later on Tuesday.

According to the junior minister, nearly 300,000 Bangladeshis are in Kuwait on work visas and 80,000 people have migrated there since the country reopened its market in 2016.

But he said there were irregularities in the Khadim visa in collusion with the recruiting agencies of both sides.

“One household can bring one Khadim - this is the rule of that category, but the Kuwait interior ministry noticed that this rule had been breached. After coming to Kuwait, they had to take other jobs as only one can stay in a home,” he explained.

“We [Bangladesh government] are also against such irregularities,” he said.

The Gulf News said Kuwait started hiring Bangladeshi workers in the mid-1970s.

However, in 2007, Kuwait stopped recruiting Bangladeshis over employment irregularities and involvement in illegal activities, according to the Gulf News report.

In 2014, the ban was removed, but two years later, in 2016, Kuwait banned recruiting male house helps following reports on irregularities.

It then slapped a stringent condition that a Kuwaiti citizen can bring in only one male domestic worker.

Only Indians. Pakistanis are already under ban for many years unless they have lift it recently, which I doubt.

Why though? I thought pakistan had good relations with arab states.

One of the richest country in the world in per capita income pays one of the lowest to its domestic workers. What better they could do when they see riches all around them with their stomach half full? How many Bangladeshis indulge in stealing in USA?
I dont want to talk about sex though... Its even more horrible.

unfortunate but true, whatever you're saying....
however not all kuwaitis are like this.
people who work at royal household by contract earns more than people who don't
end of the day it is govt. fault... those who are willing to send workforce without a formal contract like india.
