Kudankulam Nuclear Power Plant gets green signal from Supreme Court | NDTV.com

New Delhi: The Supreme Court has given a go-ahead for the controversial Kudankulam Nuclear Power Plant in Tamil Nadu, observing that it has been set up by the government for the welfare of the people and for sustainable growth.

The top court observed that development of nuclear energy is important for India and allowing the plant is in larger public interest.

It said all expert bodies were of unanimous opinion that adequate safety measures had been taken.

A clutch of petitions had challenged a Madras High Court order in August last year that, while asking India's nuclear watchdog to ensure that necessary safeguards were complied with, gave the go-ahead for the loading of fuel in the plant.

The petitioners had opposed the plant's operationalisation arguing many of the 17 additional safety measures prescribed by a government task force had not been put in place. The Centre has said 15 of those mostly enhanced safety features have been implemented and the rest will be in due course.

The judgement comes close on the heels of the detection of four faulty valves in the first reactor unit of the plant which were later replaced. Some Russian officials were also arrested recently over alleged corruption in sourcing sub-standard materials from some Russian nuclear plants.

Locals and activists have been agitating for the last two years against the plant, demanding closure of the plant. Idinthakarai, which is just three kilometres away from the plant complex, has served as the Ground Zero of the protests. Fishermen, who form the majority of the population staying in the plant's vicinity, are worried that the nuclear plant will adversely affect marine life and hence, their livelihood.

The People's Movement Against Nuclear Energy (PMANE), which has been spearheading the anti-Kudankulam campaign, has cited the Fukushima disaster in Japan, triggered by a massive tsunami, to draw parallels about the dangers of a nuclear plant. It has also raised various questions pertaining to the disposal of nuclear waste, besides other issues linked to the plant.

The Nuclear Power Corporation of India Ltd (NPCIL), which operates the plant, too insists that the plant is safe and is "fully equipped to withstand" Fukushima-type incidents.

Tamil Nadu Chief Minister J Jayalalithaa, who initially supported the cause of the anti-Kudankulam movement, later did a U-turn - after two committees gave their nod - citing that the project could bring relief to the state which is reeling under a severe power shortage.

The power project is being set up in Kudankulam, around 650 kilometres south of Chennai, with two Russian-made, 1,000-MW nuclear reactors.

India's Supreme Court has ruled that the controversial Kudankulam nuclear plant in Tamil Nadu state can start operations.

The judges said the plant was "safe and secure" and "necessary for the welfare and economic growth of India".

Last year, villagers and fishermen from around the plant protested against the plant's fuelling.

Opponents of the plant say that it is located in an area which was badly affected by the 2004 Asian tsunami.

They say they fear a disaster similar to the one at Japan's Fukushima plant in 2011.

The government is keen on pushing ahead with the joint Indo-Russian project, which is seen as critical to India's energy needs.

It says that the plant is "completely safe" and could be operational two months after the loading of the fuel.

The plant is one of many that India hopes to build as part of its aim of generating 63,000 MW of nuclear power by 2032 - an almost 14-fold increase on current levels.
 
It is a welcoming verdict by SC. Hopefully, power crisis in TN will be addressed soon :cheers:
 
Great News for the people of Tamil Nadu, which is bearing the brunt of POwer cuts. Bring it on :)

TN has a power deficit of 4000 megawatts. This plant will supply 617 MW to TN. So 15% of your state's shortage will be met through this plant alone.

When are the four new reactors going to become functional? That will add another 4.8 GW to the output, as against the present output of 2 GW.
 
Now Medha Patkar and her party of idiots need to find other projects to create problems for. Win for everyone :victory:

KK 3&4 are still in discussion so that will take some time (At least 6-7 years from now).
BTW PMANE has caused enough of delays for which people of Tamilnadu have to suffer. KK employs several additional safety features against already proven VVER design and hence there shouldnot have been any cause of concern. This thing was repeatedly told by AERB (regulator), Expert pannel constituted (Along with Dr Kalam) and now by SC. however these guys (PMANE) seem to have faith in none and are still repeatedly threatening. God alone knows who can take them in confidence.

One can also see that KK lies in Zone 2 (Seismic activity map) and hence has very little chance of any big earthquake.

It is indeed shameful to see a group of people holding an important project like this on ransom. i hope state authorities deal with them firmly from now onwards.

If the second one starts functioning we will be given 1000MW. Its better to have something, other than nothing. The industries in Coimbatore and Sivakasi are badly affected

KK-3 and 4 are going to be VVER-1200 reactors, not VBER-300. VBER-300 is a specialized modification of VVER for remote locations, and will only produce 330 MWs. VVER-1200 will produce about 1200 MW per reactor, and will confirm to the very latest safety standards (and then some more).

One of the factors that can HUGELY affect construction costs is external delays. (Similar to defence products.) Without any external delays, one reactor would take about 5 years to build. Hopefully there will be no delays this time round.

I know, I was not arguing against it. It just goes to show that we need several more power plants. Tamil Nadu itself needs four such reactors to meet its own shortage, assuming that all the power output is given to TN.

Now consider the fact that TN is not the only power deficient state.

Then consider that we are only talking about meeting the demands of the existing industries and households, and that if India wants to keep growing economically, it needs to industrialize a lot more.

Then we begin to get a measure of the gravity of the problem.

I've added the picture to show the safety features, you are right VVER 1200 design is proposed for KK 3-6 having higher generation capacity.

As far as the cost is concerned, Russia offered soft loan to India for Unit 1&2 and its re-payment will start only after units start generation and revenue earning. Similar discussion is on for future units as well. But a real point to ponder here is the loss to economy that is indirectly caused when power utilities don't come on-line due to ill-informed protests that we've seen for KK. I hope better sense will prevail in future and people will understand the benefits.

For an administration that is pretty efficient (not discussing politicians), TN really messed up the power situation badly. You just don't try & create a Detroit by being proactive and wooing investments only then to end up facing a crippling power shortage not planned for. I know a lot of industries in the Hosur & surrounding areas who have shifted a substantial part of their operations to Karnataka because of the power crisis.
 
At Present Chennai Produces more cars than Detroit
 
good news. These things should come up in other states who hv power shortage. Like Bihar and others.
