Khyber Pakhtunkhwa government criticised for allocating 'insufficient' funds to education sector | Business Recorder

Participants at a discussion regarding the Post-Education Budget in KP have expressed dissatisfaction over budgetary allocations for promotion of quality education and improvement of existing infrastructure in the province, suggested that the government should cut down non-developmental budget in the sector.

The discussion session "Provincial Education Budget 2013-14 in KP" held with provincial legislators, to get their output on the education budget, organised by Institute of Social and Policy Sciences, a research based organisation here at local hotel. The discussion was attended by provincial lawmakers, include women Parliamentarians, Meraj Hamayun of Qaumi Watan Party, Sobia Shahid of PML-N, Babar Khan from Awami Jumhori Itehad Pakistan, Dina Naz from Pakistan, Maliha Tanvir, Ayesha Naeem of PTI, Saleem Khan from PPPP, Munawar Khan of JUI-F and Malak Baharullha Khan from Jamaat-i-Islami. Besides, the officials of education departments, representatives of non-governmental organisations, and other relevant stakeholders also attended the session.

Meraj Hamayun of QWP while delivering his welcome address said that the government had presented a very balanced budget despite short span of time, in budgeting process in the province.

She said that her party as coalition partner with PTI-led government in KP would play effective role for promotion of education. She admitted that the situation was quite dismal regarding education in province due to scenario in the province. But, he assured that government would take all possible efforts to revive and rebuild damaged education infrastructure in the province.

Dr Salam Hamayun, Executive Director, I-SAPS in his detailed presentation has drawn a gloomy picture of education, in context of shortcoming and missing facilities at education institutions in KP. He informed that 46 percent children between of 4-year to 9-year were still out of schools, while nearly 4.5 million children around 5-year to 16-year were not get higher education in the province.

Similarly, he said that 29 percent education institutions don't have clean drinking water facility, while nearly 42 percent schools are without electricity supply in KP. He further informed that about 17.3 percent schools are not having facility of washrooms, and nearly 20.5 percent primary schools are lacking proper boundary walls. Giving statistical figures, he informed that a drastic cut was shown in non-salary budget in education sector, which has directly impact on development side.

He informed that a substantial increase has been made for school education in finance department, which is projected around Rs 30 billion against the Rs 122 million. Similarly, he said that government had slashed higher education budget up to 14 percent for upcoming financial year. He, however, appreciated the government for increasing funds for free-textbook for intermediate students from Rs 0.1 million to Rs 1500 million.

Others provincial legislators, include Munawar Khan, Saleem Khan, Sobia Shahid, Amina Sardar, Sardar Zahoor Ahmad strongly criticised the government for less allocation for promotion of education sector. The women legislators from ruling Pakistan Tehreek-e-Insaf, include Mahila Tanvir, Bina Naz, Ayesha Naeem, have totally disagreed with remarks of participants and other lawmakers from opposition parties, and said that PTI government had given top priority to education sector in the budget. They said that a comprehensive plan has already been workout for promotion and provision of quality education in KP.
