KP ambitious plan for sports, youth affairs reforms

The Khyber Pakhtunkhwa government’s reforms programme for sports and youth affairs department recommends establishment of sports infrastructure and activities to produce socially responsible youth to contribute to economic development, according to officials.

The provincial government’s working group on sports, tourism and youth affairs recently finalised its recommendations for introducing reforms in the sports and youth affairs department.

The proposed reforms envisaged a three-year ambitious roadmap for expanding the sports facilities’ network and giving entrepreneurial know-how to youth.

The implementation of the reform programme will require mobilisation of billions of rupees to set up sports facilities across the province and guide youth towards economic development.

The reforms, according to officials, have two broad objectives: promotion of recreational activities for youth and infrastructure development to promote sports and improve gaming facilities.

“Attaining economic development without having socially, politically and economically empowered youth will be a far cry,” said an official.

He said the working group had experts from both public and private sectors and after a series of meetings, it developed broad outlines of reform programme for the sports and youth affairs sector.

The proposals, if implemented, could help achieve economic prosperity for the province, he added.

However, the reform programme is capital intensive as it envisages the establishment of an elaborate network of sports facilities across the province.

Also, its objective to produce socially, politically and economically empowered youth will require well thought out and focused long-term programmes, which would need to go beyond the clichéd output of ‘ensuring equal access to sports and recreational facilities/opportunities’.

Since it is aimed at preparing youth to become entrepreneurs and link them with the private sector to attain economic prosperity, the sports department will need to organise itself to establish linkages with the development sector for carrying out activities at the grassroots level to impart entrepreneurial knowledge to the targeted youth groups.

According to officials, the sports and youth affairs department has already submitted a draft youth policy to the provincial cabinet.

Similarly, as part of its plan of action for the current financial year, the department has set up advisory boards, and has held recreational activities and traditional games in different parts of the province to engage youth.

For the next financial year, said an official, the department aimed at setting up Jawan Marakiz (youth centres) in all 25 district headquarters and building capacity of youth through private-public partnership to develop entrepreneurial skills and become economically productive.

The youth centres’ establishment is already included in the provincial government’s current financial year’s development plan but it seems the department has delayed the creation of the centres until the next fiscal.

The reforms programme has also recommended medium-term and long-term policy initiatives.

There are only two medium-term objectives for the financial year 2015-16. And both appear to be the same as one proposes the introduction of financing system for youth-focused entrepreneurship to foster private sector KP ambitious plan for sports, youth affairs reforms development and the other envisages the continued optimisation and operation of financing system and private sector development. The long-term initiative, meant for the financial year 2016-17, is again ‘continued youth-focused entrepreneurship to foster private sector development.’

The second reform stream meant to achieve ‘healthy and youth-enabled proactive environment’ is where the money would go as it contains establishment of playgrounds at the union council level.

However, it appears that the provincial sports and youth affairs department needs to be informed that the province has abolished the union councils in line with Pakistan Tehreek-i-Insaf’s political agenda to set up village councils and neighbourhood councils that would come into existence by splitting union councils.

The department has plans to acquire land for establishing playgrounds in 36 tehsils during the ongoing financial year. These playgrounds will provide facilities like cricket, hockey, football, volleyball, badminton, squash and athletics to youth. However, the estimated cost for the land to be acquired has yet to be prepared.

For the next financial year, the department plans to start work on constructing the playing facilities in all the 36 tehsils.

The department plans to provide training facilities at village level in the financial year 2016-17.

This would require some real big investment as the province has more than 7,000 villages if one goes by the land record of the board of revenue department and more than 10,000 villages if the planning and development department’s figures are taken into consideration.
