On topic:
The site was ostensibly "hacked" by a group of hackers claiming to be team Pakistan Cyber Attackers.
Afaik "defacing" a site is script kiddie stuff. I'm sure its some new kid on the block who's learning to hack sites.
Besides some of the Indian govt sites (like IRCTC) are one of the worst sites. I hope the government takes notice of this and gets some responsible admins to maintain the sites.

Pathetic security measures on the government side, corp-orates I have worked with on the other hand have some world class firewalls, Denial of Service attacks is the only way their sites get taken down.
