If Kashmiri groups start regularly attacking Indian cities (something they have never done before), the RSS types would take it out on the Muslim population of India. At the very least there would be communal violence and if they had any backbone they'd respond, causing religious unrest within India itself. Its always fringe groups who fight, not the common man.

That's some wet dream. Pakistani cartoons have been hoping for this Muslim starting a civil war in India, but was disappointed all the time. lol No sunshine they are not going to make their life miserable. The Kashmiri militants will be exterminated, it is not the first time they tried to hit the cities, it happened in 2001. From there they went on to become ragtags who live in few districts of Kashmir region. From the entire Jammu and Kashmir to few districts is a nice development downwards.
