When Loya Jirga has given its consent then this opposition by Karzai has no weight but seems an attempt to mint as much favour as he can

Actually it's the Loya Jirga which doesn't have any weight.
If the president signs it, it's done. If he doesn't then what Loya Jirga says,means nothing.
