Sorry to say there is no culture of cleanliness in Karachi. My wife is from Nazimabad and that too sucks in some places. Her parents come to Lahore once in a while and they literally feel less depressed and want to actually go out.

Its not about culture. It is about the abdication of responsibility by all levels of government.

Citizens cannot be expected to take their own garbage to landfills (that do not even exist), or clean (build) their sewers, or mend (build) their roads, or lay water supply pipes, or build power transmission systems.

Rather, they elect governments to do all of that. Unfortunately, the system is so broken, that their votes don't matter. And the government is completely apathetic due to selfishness, shamelessness, and greed.

Possibly yes. Not to say that Lahore isn't without its faults, a large part of the problem of Karachi or any other city is the people themselves. Much better civic sense in Lahore.
