Actually it would be a menace to society to do so.
In a proper system, the two roles have different
prerogatives, always! They are supposed to com-
plete and balance each other.
In France, the Président is in charge of diplomacy
and warfare directly and approves governments.
The Premier Ministre is the head of that elected
team in parliament and does daily duties et al.
Right next door in Deutschland however the Prez
is just about as ornamental as in Pakistan while
the PM or Chancellor A.K.A. Bundeskanzler is in
charge of everything including approving via par-
liament the actions of the President!!!
In America, the same distinction applies between
the President who's top executive even more than
in France and the House of Representatives Speaker
as leader of the legislature.
Ideally, neither should be decorative but it happens.
