''Presidential envoy for Crimean Tatars' affairs Mustafa Jemilev has discussed with Turkish Foreign Minister Mevlut Cavusoglu the establishment of the special group to deal with the Crimean de-occupation issues at a meeting in Strasbourg.

"At a meeting [the parties] discussed a proposal to set up a special international format of cooperation that will ensure a possibility to work closely for de-occupation of Crimea. On our side we propose to create an international group, which will include countries, signatories of 1994 Budapest Memorandum, along with Turkey, as one of the influential Black Sea states," Jemilev wrote on his Facebook account.

He stressed that Cavusoglu has supported the establishment of the mentioned group. "This issue is to be discussed in detail in February this year during the visit of Ukraine's Foreign Minister to Ankara," presidential envoy said.

The meeting was also attended by Ukraine's MP, member of Ukrainian PACE delegation Heorhiy Lohvynsky and delegate of the Crimean Tatar People Kurultai Rustem Umerov.''.''

On Aug 3, 2015 a congress in Ankara ended with call for action against Russian annexation

Crimean Tatars called for “intervention” against the Russian occupation of their homeland on Sunday.

In a statement issued at the end of a two-day meeting in Turkish capital Ankara, the forum of 184 Tatar groups from 12 countries said the freedoms and rights of their compatriots “forced to live under Russian occupation… must be ensured under the supervision of international institutions and prompt and robust intervention must be made.”

Naci Bostanci, deputy speaker of the Turkish parliament, and Deputy Prime Minister Numan Kurtulmus attended the congress, along with Ukrainian Foreign Minister Pavlo Klimkin.'' Anadolu Agency

Earlier, Russian reports suggested that Turkey is willing to provide aid to Crimean Tatar voluntary battalion which is due to operate in Ukraine's Kherson region bordering with Russia-occupied Crimea:

Crimean blockade organizer launches guerrilla ‘Tatar battalion’ with ‘Turkish help’

A self-proclaimed Crimean Tatar leader and the coordinator of the peninsula’s land blockade and power blackout, has claimed that the Turkish defense ministry is helping with the formation of a Tatar battalion tasked with sabotage.
In a set of interviews to Ukrainian media, Lenur Islyamov who represents the unregistered organization “Majlis of Crimean Tatars”, announced that the Turkey is taking an active role in the formation of the “Tatar battalion” tasked with “protecting the Crimean frontier” and carrying out attacks inside the peninsula.

“While the Ukrainian Defense Ministry still only scratches its head, the Turkish Defense Ministry has already begun supporting us,” said Islyamov, adding that Ankara has so far provided the newly-assembled radical force with boots and uniforms.

The volunteer battalion is allegedly relying on “public donations” so far, but soon, Islyamov hopes, the paramilitary structure will be incorporated into Ukraine’s defense forces.

Islyamov hopes that the new force of around 560 fighters will serve as a “Tatar navy seals” battalion. The main task of the paramilitary unit will be guerrilla warfare and acts of sabotage inside the Crimea.

“The main objective is the protection of the borders of Crimea from inside,” Islyamov said in the TV interview. “The objectives of this battalion is to strike everywhere we can. In Crimea we know all the trails.”

Islyamov called for the further isolation of Crimea and promised to “liberate Tatars” from Russia. Islyamov, who is a Russian citizen, is already being investigated by the Russian Security Service (FSB) for organizing a ground blockade of Crimea.

The blockade “using all the strength and resources” could begin “at the end of 2015 or the beginning of 2016,” Islyamov was quoted saying earlier this month, threatening to disrupt ferry connections across the Kerch Straight, which separates the peninsula and mainland Russia.

The 49-year-old self-proclaimed fighter for the Tatar people’s rights said there are many “interesting methods” to organize a naval blockade of the peninsula, where as an extreme measure, “small boats could attack ships that carry goods in Crimea.”

In late November, so-called “Tatar volunteers” destroyed several electricity pylons in the Kherson region of southern Ukraine and prevented repair crews from restoring energy supplies via two important power lines leading to Crimea. The power line sabotage operation left more than 1.8 million people in the Black Sea peninsula in a blackout.

While the Majlis is still posing as an official body representing Crimean Tatar minority, the interregional public movement Qirim held a conference in December, renouncing the self-proclaimed leaders.

“The drift of Dzhemilev, Chubarov and Islyamov towards cooperation with extremist groups condemned by the whole progressive world has deprived them of their right to represent Crimean Tatars. From now on, all their statements at any forums should be qualified as personal opinions,” said a resolution adopted by the congress.

The delegates also condemned the use of the national symbols of Crimean Tatars, including the flag, emblem, and anthem, during the inhumane blockade of the peninsula.'' (Tatars condemned themself, what a ... lol)

Turkish Foreign Ministry has refuted claims of Turkey's support to voluntary groups such as "Crimean Tatar battalion", spokesperson Tanju Bilgiç said Tuesday.

"These groundless claims are coming as a part of larger Russian black propaganda launched against our country (Turkey) in the recent period," Bilgiç said.

"Turkey did not and will not recognize illegal annexation of Crimea. Turkey will continue its efforts to protect rights and freedoms of Crimean Tatars with determination," Bilgiç added.''
