Chinese-Mexican Consortium Wins Bid For Mexico High-Speed Rail


The conglomerate was the only bidder for the railway project, as 12 other companies argued time given for the bidding was insufficient.



As expected, a high-speed train project planned to connect Mexico City and the central city of Queretaro will be built by a Chinese-Mexican consortium. According to the Ministry of Communications and Transportation, the consortium was the only bidder that participated in the contest for the project.


The consortium includes the companies China Railway Construction, China South Rolling Stock Corporation, Grupo GIA+A, Prodemex, GHP and Teya Construction. The project is expected to cost US$3.4 billion.


Another 12 companies reportedly apologized for not participating in the bidding stating that time for presenting their proposals was “notoriously insufficient."


According to reports, the companies in the consortium have ties to the current administration of President Enrique Peña Nieto since he was governor of the State of Mexico. The Teya Construction company had close ties with the politician and won various public works projects in the state when he was governor from 2005 to 2011.


The GIA+A Group also is owned by a brother of former president of Mexico, Carlos Salinas de Gotari, notable for negotiating the North American Free Trade Agreement (NAFTA) during his term.



Another French company, Systra, is expected to partake in the final stages of the project, ensuring compliance with global standards in saftey and operation.


Systra is also the company contracted by the government of the Federal District (Mexico City) to diagnose the structural faults in the currently partially-closed Line 12 of the city’s subway transportation system.



The high-speedtrain is expected to travel up to 300 kilometers per hour, making the 238-kilometer trip between the two cities, less than an hour. It is estimated thatduring its first year of operation the trainwillhave a demand for 27,000 passengers daily.
