NEW DELHI: Aiming to bolster its presence along the Sino-India border, the ITBP will create over 50 new posts and deploy about 8,000 fresh troops along this sensitive frontier even as it disapproved today of becoming "warmongers" in the wake of several incursions taking place at this border.

Indo-Tibetan Border Police Director General Krishna Chaudhary, during the annual press conference on the eve of the forces' 54th Raising Day, said while he does not deny that incidents of transgression have taken place due to difference of perception of the border between ITBP-Army and the Chinese PLA, his agenda for the deployment of his force at this border was to guard it and not to wage war.

"We must not become warmongers. The objective is peace. The objective is not to fight a war but to guard (this border). All our neighbours are our friends and we want to enhance friendship with them. The perception that we are going to war (due to recent standoffs between the two sides) is not correct. There is no call for a major concern," the ITBP chief told reporters here.

He said making "provocative statements" is not something that they want to do and India wants to have friendly relations with all its neighbours.

While refusing to share the number of border transgressions that took place in the last year, Chaudhary revealed that the force was building up its strengths by creating more border posts and inducting smart weather-proof facilities in these areas prone to snow blizzards and blinding storms.

"We have established six new border posts in Himachal Pradesh and Arunachal Pradesh this year. In eight posts in Uttarakhand, Himachal Pradesh and Arunachal Pradesh we have augmented facilities and troops strength during the same period," he said.

Chaudhary said the force has also got a defence approval for setting up of a total of 52 new border posts in Arunachal Pradesh and Sikkim and ITBP was "on the verge" of getting the final government sanction for the creation of these fortified ..

The force will deploy eight battalions (about 8,000 personnel) to man these new posts.

"We have also requested the government to sanction us 10 new battalions so that we can have more units for rest and recuperation as most of our border guarding troops serve in extremely hard areas and icy conditions," the DG said.

The ITBP boss said with the snow receding in upper reaches, the force will create 18 new posts at the Sino-India border with the facility of central heating and freeze-proof water supply.

"We want that our troops can render normal life in these hard areas when it comes to having food, toilet and bathing requirements," he said.

While delving on questions about border face-offs, the DG said "most" of these issues have got "resolved" through ground-level talks in the past.

"This is a unique border. I can say there is no dispute in major areas but difference of perception of the border is the reason for dispute in a small area," the DG said.


He added the force will soon get the services of two brand new BSF Mi-17 V5 helicopters to serve its high altitude border posts even as the force is at an advanced stage to ink a deal for wet-leasing of three choppers for similar tasks from agencies like Pawan Hans and others.

Union Minister of State for Home Affairs Shri Kiren Rijiju visited the ITBP Border outposts on Indo-China border at Tadadege and Monigong in West Siang District of Arunachal Pradesh on November 03, 2015. He was accompanied by Shri Pige Ligu, Dy. Commissioner, West Siang District, Ajay Pal Singh, DIG ITBP and local leaders.

During his visit to the two BoPs, Shri Kiren Rijiju was briefed by the Post Commanders of the two Border outposts about the area of operation, ITBP deployment and functioning of the troops. He also interacted with the ITBP Force Personnel posted there and inquired about their well being and requirements, if any. While emphasizing that these BoPs are situated at one of the remotest corners of the country and in proximity of Indo-China Border, Shri Rijiju praised the noteworthy job being done by the ITBP troops in guarding our borders in these difficult areas.

Minister also interacted with the local people and expressed his concerns about the basic infrastructure in remote border areas at Tadadege village which is the last Arunachal village near Indo-China Border, While mentioning about the need for improved border infrastructure and steps being taken by the Government in this regard, Shri Kiren Rijiju assured that no efforts will be spared in providing best possible infrastructure for the troops posted in these difficult areas.

NEW DELHI: Border guarding force ITBP is working on an ambitious plan to initiate tele-medicine facilities for its troops deployed in high-altitude and snow- clad posts along the Sino-Indian frontier which often remain cut from the mainland due to avalanches and arduous terrain.

The project, which will be executed with help from the Indian Space Research Organisation (ISRO) and satellite imagery, is being seen as a revolutionary step as there have been a number of tragic instances in the past when ITBP troops had to either cremate their dead colleague in the mountains or a body had to be kept in the post for weeks together as no helicopter or human aid could reach them for help.

"Tele-medicine facility for remote border posts is in its final stages," Indo-Tibetan Border Police force chief Krishna Chaudhary wrote in a recent communication to his jawans and officers on the occasion of the paramilitarys' 54th Raising Day.

The Director Deneral recently also recounted an incident when a junior-rank officer undertaking patrol in the higher reaches of Arunachal Pradesh border died and his body could only be brought down after 9 days of hectic efforts which were repeatedly marred by inclement weather.

"A number of efforts were made to retrieve the body by BSF and IAF choppers. Finally, we sought help from the Arunachal Pradesh Chief Minister and a very brave Pawan Hans pilot undertook a sortie and brought the body down after nine days," Chaudhary, who has himself visited a number of such posts and spent nights there, said.

Officials said the new facility will ensure that an ill or injured trooper at these posts, which are in some locations beyond a height of 18,000 feet and face bone chilling cold of -45 degrees, could be provided quick medical advice through a satellite link in case evacuation through air or land is not possible.

They said some satellite video aperture terminals will soon be installed in remote border posts of the force in Ladakh, Sikkim and Arunachal Pradesh along the China border and these will have a dedicated link with ITBP doctors at their base hospital in Delhi or Chandigarh on a 24X7 basis.

Officials said ITBP border posts, along the 3,488-km-long border from Karakoram Pass in Ladakh to Jechap-La in Arunachal Pradesh, are provided with basic medicines and gadgets in order to carry out routine medical aid and with this link getting activated, the doctors at base hospitals can give real-time instructions to the troops present in a post who could subsequently administer the treatment to their injured or ill colleague.

The link will cover the inaccessible border posts first and if it works fine, the facility will be activated at other posts which are fairly approachable, they said.

There are about 50 ITBP posts along this border which can only be reached through a helicopter while there are about 70-75 such locations which are not connected by any road link and require an arduous uphill climb of 10-12 days to reach

Greater Noida: India is working on a galloping pace to deploy modern weaponry, surveillance equipments and other facilities for its troops on the China border even as transgressions by Chinese PLA forces is "going down steadily, the chief of Sino-India border guarding force ITBP said here on Monday.

Director General of the Indo-Tibetan Border Police, Krishna Chaudhary said transgressions made by Chinese PLA forces is "going down steadily" but declined to give the exact number of such incidents in the past.

Official figures said while in 2015 about 500 transgressions were reported along this 3,488 km long border, it went down to 350 during the last year and this year only about 200 such violations have taken place till now.

"All I can say is that these incidents of transgressions take place due to the difference of perception. This is a perceptional difference of the Line of Actual Control (LAC)," the ITBP DG said while addressing a press conference to mark the 55th Raising Day of the force.

On being asked on the developments being witnessed on the other side, Chaudhary said "infrastructure on that side has grown tremendously."

"We were a little slow to start in the growth of infrastructure but now we are doing it at a galloping pace. We are getting new border posts, vehicles, weaponry and surveillance gadgets. We are very fast catching up," he said after reviewing the ceremonial parade of the paramilitary force at its base here.

The DG added that enhancement of border infrastructure along China is a "thrust area" for the government and the force even as troop levels have been enhanced by the ITBP on 116 BoPs in the recent past.

Chaudhary said a total of 172 new Border out Posts (BoPs), out of the total 176, have been raised on this border while work has been "fast paced" to build border roads in the states of Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh, that share their borders with China.

"We had started work on 27 roads and I can tell you that on eight of these, work has been completed," he said.

The ITBP chief said government sanctions have also been received for converting/creating 50 high-altitude BoPs on this icy border as "composite" ones which will have a central heating and 24X7 supply of liquid water for troops manning this arduous frontier which is marred by vagaries of sub-zero temperatures and blizzards.

New Delhi: Expensive and sleek snow scooters, usually found at ice-capped tourist spots for adventure sport lovers, have for the first time being inducted for patrol by ITBP troops along the Sino-Indian frontier.

Five of these powerful scooters, procured from a US-based firm, have been deployed at high-altitude border locations of the Indo-Tibetan Border Police (ITBP) in Ladakh, Uttarakhand and Sikkim that overlook the Chinese PLA deployment on the other side.


Officials said the modern scooters, all costing around a crore, can seat two personnel (driver and pillion rider) with their rifle and ammunition in tow and can negotiate a 45 degree slope on the hills and are supported by chaincase belts to help the 278 kg machine glide smooth and cut through the ice.

The force, as part of bolstering its capabilities to effectively secure the 3,488km border, had last year procured over six dozen SUVs and sent them to far-flung border areas for patrol and transport.

This is the first time that such scooters, used for tourist purposes in the upper reaches of Jammu and Kashmir and Himachal Pradesh and by defence forces for training, have been procured and inducted for operational roles by Indian Security forces.

"These snow scooters have been procured as part of the modernisation of the force to better equip the personnel on ground in rendering their duties in the hard areas they serve.

These will act as force multipliers," ITBP spokesperson Deputy Commandant Vivek K Pandey told PTI.

The black and white scooters, 325 mm in length, are powered by hydraulic brakes for effective ground control and its carbureted ignition system can hold over 41 litres of fuel in one go and are one the most modern variants of such patrol vehicles produced in the world and used by global security forces who have icy terrains to guard.

The ITBP has sent these five vehicles to its mountain training and skiing institute in Uttarakhand's Auli where a select contingent of troops are being trained in its operations after which they will be sent to locations in Ladakh and Uttarakhand (2 each) and one to a border post above 16,000 feet in Sikkim.

Officials said the performance of these scooters will be analysed over few months and once found okay, more of such snow-terrain vehicles will be procured for the ITBP, primarily tasked to secure the Chinese frontier.

"The idea is to enhance the mobility of the troops in areas deep into the border locations and at high-altitudes.

Once they are found to be useful, important locations on this border will be provided a cluster of these scooters for an entire patrol party to travel," they said.

Last year, undertaking a maiden initiative, the force had purchased and deployed expensive SUVs, usually found zipping across roads in urban locations, at its high-altitude border posts along the Sino-India border to transport troopers.

The 80,000 personnel strong force is tasked with guarding the 3,488 km Sino-India border.


Its posts are in some of the harshest areas at this border with locations ranging from 9,000 ft to 18,000 ft where mercury often plunges to minus 20-30 degree Celsius.

Constable Jitender Kumar Yadav of the 23rd Battalion of ITBP, who countered a terrorist attack at India’s consulate in the Afghan city of Mazar-i-Sharif in January 2016, was rewarded for his extraordinary contribution along with 57 others on the premises of the 50th Battalion ITBP, Sector 26, Panchkula, on Saturday. A total 58 personnel of Indo-Tibetan Border Police (ITBP) were conferred with DG insignia and commendation certificates for their excellent performances in the field of adventures, sports, social service at 50th Battalion ITBP, Sector 26, on Saturday.

The 58 rewarded personnel, including three woman personnel, were rewarded for their good performance. The awardees included three deputy inspector of generals (DIGs) including Sanjeev Jain, Sanjay Singh and AS Rawat. IG HS Goraya of Northern Frontier was the chief guest. He took the salute and reviewed the guard of honor.

Interacting with media persons, Jitender Kumar Yadav said, “The scene of the terrorist attack is still fresh in my mind. I was appointed in the consulate in Afghanistan when four heavily armed terrorists attempted to storm the building. The terrorist attack was significant because when it had occurred, our security forces were battling with Jaish-e-Muhammad terrorists who struck at the Indian Air Force base in Pathankot.”

Head constable (HC) Vikas Thakur was rewarded for his participation in social work as he contributed Rs 57,000 from his salary for the construction of public toilets at village Badhana in district Sirmour of Himachal Pradesh.

Assistant Sub Inspector (ASI) Dara Singh Binda was awarded with a commendation certificate for mountaineering. Binda, a native of Rajasthan and currently posted at Joshi Math in Uttarakhand, successfully climbed a mountain of 6,010 meters height with code name Fateh between August 19, 2015 and September 3, 2015.

DIG Sanjeev Rainia and Akhilesh Singh Rawat gave the welcome address. In his address to personnel, IG HS Goraya stressed that the personnel do hard work in their respective fields. Goraya also inaugurated a newly constructed open air theater and meditation garden in the premises of the 50th Battalion.

The Sino-India border guarding force, ITBP, will soon undertake a big re-organisation of the entire paramilitary and promote hundreds of its officers to enhance its “combat readiness”. With its role getting magnified along the 3,488-km frontier with China owing to rapid enhancement of troops and infrastructure, the paramilitary force has decided to reduce “manpower in non-productive areas and enhancing it wherever required for greater efficiency”.

Hundreds of its officers deployed in a variety of internal security combat roles would be promoted under the first-of-its-kind de-merger exercise.

It will be initiated as the Supreme Court recently paved way for the force to proceed with the de-merger of its cadres that were erroneously merged in 2010 by the Union Home Ministry.

The de-merger exercise, initiated by the force last week, will allow officers recruited in combat cadres take charge of battalions and strike formations in order to provide an effective edge over the enemy, whether at the borders or in the hinterlands against Naxalites.

ITBP chief Krishna Chaudhary confirmed the development to PTI as he said the overall effort of these exercises is to boost troops morale and prepare the formations for an effective rendering of their role.

“The Supreme Court order allowed us to go ahead with the de-merger of cadres and it has come as a huge relief for the force as many personnel and officers were aggrieved by its non-implementation. We have already initiated the plan and hope to accomplish it very soon,” the Director General (DG) said.

Under the merger of cadres scheme in 2010, an officer recruited in the combat stream (called general duty) was merged for seniority and promotions with those who had been recruited in specialist streams of motor driving, telecom, engineering and armorer, thereby posing a serious challenge to the command of the combat units deployed to secure the border.

“Someone recruited to look after the telecom services of the force was made to command a battalion while a combat role officer was looking after other logistics. This was an anomaly that was created after the merger in 2010 which will now be rectified,” a senior officer said.

A petition was subsequently filed by ITBP officers and others in the Delhi High Court challenging the said order and on grounds that such a scheme will adversely affect the overall combat preparedness of the force as it unfairly grants seniority to officers of technical cadre over the general cadre (combat) who are exclusively recruited for the fighting role.

The High Court, in its order in 2015, had said such a system cannot be allowed and rejected it. This was appealed in the apex court which now has refused to give any interim relief against the HC’s directions.

The DG said at least 300-400 officers in the combat ranks of General Duty will be promoted to the next level and posted in command ranks.

Sources said about 150 Assistant Commandants, 230 Deputy Commandants, 40 Second-in-Commands and 30 Commanding Officers will get the benefit of promotion under the new order.

“We are undertaking a full re-organisation of the force. We have dispelled all apprehensions and assured that every cadre will be taken care off and the force will evolve into a more combat-ready organisation,” he said.

Chaudhary said the entire exercise will be “revenue neutral”, which means that no additional financial burden will be undertaken in the execution of it.

“We will be creating some new posts and at the same time will abolish some of the existing ones as they are not required. This re-organisation will be done keeping in mind the challenges that the force foresees for itself in the future,” he said.

The DG has also called for a high-level conference of all his commanders in Delhi soon during which these new measures will be discussed and subsequently implemented.

The 80,000 personnel strong ITBP is not only tasked to secure the Sino-India border but is also deployed to undertake anti-Naxal operations and secure some of the high-risk VVIPs of the country.

Group of students from Arunachal Pradesh call on MoS (Home) Shri Kiren Rijiju

A group of school children from Arunachal Pradesh called on the Union Minister of State for Home Affairs, Shri Kiren Rijiju here today. The group comprised of 15 girls, 15 boys and 4 teachers. The students belong to class 7th -9th from ITBP Public School, Aalo, Arunachal Pradesh. The educational excursion tour is being organised by the Indo Tibetan Border Police (ITBP) under the Civil Action Programme (CAP). The tour started from March 15 and will end on March 30, 2017.


The group has visited Taj Mahal in Agra and various historical and important places in the Capital including National Police Memorial, Metro and Railway Museum. The children will visit Parliament House tomorrow. They will also visit Golden Temple and Wagah Border in Amritsar later.


Speaking on the occasion, Shri Rijiju complimented the efforts of ITBP in organizing the tour and providing the children from the remote region an opportunity to visit the national capital and have this unique experience. He said that ITBP is engaged in various social welfare activities and contributing to the nation building. He said that the tour is important for these children in order to have practical knowledge about various aspects of the country and such tours are important along with other aspects of education.


While interacting with the students, Shri Rijiju said that this is the first visit outside Arunachal Pradesh for many of these students. He said that the students should share their experiences with their friends and family when they go back home. He said that the students should give due importance to education along with other co-curricular activities.


The senior officers of Ministry of Home Affairs and ITBP were also present on the occasion.
